Bid Attributes
1 INTRODUCTION
The City of Hot Springs, Arkansas, is seeking proposals from qualified architectural firms to provide design services
for required elements for the support and exhibition of art to be installed at Hill Wheatley Plaza, 605 Central
Avenue. This Request for Proposals (RFP) contains all the information necessary to prepare and submit a
proposal. Prospective Respondents are advised to study this RFP completely and follow the instructions exactly.
2 Terms and Conditions for HS-24-027 Design Services

3 SCOPE OF SERVICE
This project is to design the elements needed to support and highlight the artwork by framing it with water features
and lights. The artwork is a bronze statue of a Native American riding a horse (see Detail A in Attachment Tab). The
statue is approximately 12’ tall and has a base that is 2380 mm x 1320 mm. It is complete and en route to the City of
Hot Springs. The chosen architect will design all other elements for the display. The Architect shall provide the
design, drawings, specifications, and bid items required for bidding on the project. The City and the Artist will review
the design before final acceptance. (See Detail C and D for information only)
Site Visit
The Architectural firm shall visit the site to familiarize themselves with the area and the project scope.
Base and Foundation
A foundation and base shall be designed to support the artwork and follow the conceptual shape provided by the
artist. The dimensions of the base vary (See Detail A in Attachment Tab). The stone surrounding the fountain shall
be protected during construction.
Base Plates
Six base plates shall be embedded in the top with anchor rods. The plates shall act as connection points for the
statue (See Detail B in Attachment Tab).
Electrical
The existing fountain’s electrical system is 240 V, and the electrical panel is located approximately 165 ft south of
the existing fountain. Other electrical circuits of 120 V are available approximately 18’ east of the fountain on a light
pole. The electrical junction boxes on the light pole shall be relocated in a decorative utility box wrap as part of the
design.
Water
The fountains shall be a recirculatory system, as it has no direct water supply. Hot Springs personnel add water as
needed.
Water Pump, Piping, and Nozzles
The Architecture Firm shall provide details and specifications for a recirculating water system with enough pressure
to allow eighteen (18) fountain nozzles to project at least 18” upward and angle toward the base. The water pump
shall be recessed to not obscure the granite-clad base. There is an existing drain in the center of the fountain. The
design shall incorporate this drain into the plans to allow the fountain to be drained in the future.
Lighting
There shall be two types of lighting. One system shall be designed to illuminate the statue from above without
distracting drivers. The second system shall be underwater to illuminate the water in the fountain.
Granite
The base shall be completely clad with a minimum of 1/2" granite panels on all sides and top. The method of
attachment shall be called out. The cladding system shall be designed to avoid water infiltration under the cladding.
The artist shall approve the color of the Granite.

Orientation
The base and statue shall be orientated to face southwest at Central Avenue, and the stature shall be at a 30°
angle from Central Avenue.
Work Area
The plans and/or specifications shall inform the Contractor that there will be a need to regulate the access of work
vehicles and equipment at the work area while ensuring safety to the traveling public and avoiding damaging
parking facilities. Any damage to the parking facility or vegetation caused by the Contractor shall be repaired at no
cost to the City. Unless operating within the area closed to traffic, the Contractor’s work vehicles shall travel in the
direction of the normal traffic flow. Only those vehicles necessary for the work shall be allowed in the work zone. All
other vehicles shall be parked at a safe location outside the work zone, as approved by the City.
General equipment storage areas or operations centers will be allowed within the limits of the right of way only
where permitted by the City. At the end of the work day, equipment shall be either shielded from traffic by an
approved positive barrier or placed so it is not within 30 ft of any lane carrying traffic. The City will designate some
adjacent parking places as a work and laydown area.
Time of Work
The contractor’s documents shall state that special events, holidays, or other occurrences could cause traffic to
become congested. When this occurs, the Contractor shall immediately modify the work schedule, working methods,
or procedures to lessen the work's impact on traffic or as directed by the City.
Time Required for Plans
State how many weeks are required to complete plans and specifications from the time of selection.
4 STATEMENT OF REQUIREMENTS
The following requirements from the Respondent will be shown below on "Certificates Required" and "Additional
Requirements."
5 Certificate Required
Certificates for coverages and items below shall be submitted by the Respondent with the proposal. If nothing listed
below, no insurance requirements apply.
6 General Liability (Minimum Amount) $500,000
Respondent is required to submit the certificate in the response attachments.
7 Business License
Respondent shall provide a copy of your company's/firm's business license certificate. The successful Respondent
may be required to obtain a City of Hot Springs business license. For business services within the City of Hot
Springs, the City will honor business licenses from cities within the State of Arkansas.
8 Certificate of Good Standing with the State's Secretary of State
Provide a copy of the Certificate of Good Standing with the Secretary of State's.
9 Additional Requirements
The Respondent are hereby notified that the following additional items apply to this procurement as noted.
