7 SCOPE OF WORK
The City of Hot Springs, Arkansas, on behalf of the Engineering Department, is accepting bids for work to be
performed as described in the scope of work to provide labor and materials to facilitate the completion of
streetscape improvements along the portions of Malvern Avenue and Park Avenue shown on the construction
plans. The work includes trenching and installing conduits for pedestrian scale street lights, concrete foundations
for the lighting, sidewalk construction, irrigation conduits and piping, and treewell irrigation. Items not eligible for
CDBG funding will be funded by the City of Hot Springs. The City of Hot Springs reserves the right to award the
sections that are within the budget available for the project.
Bidders shall view the Malvern Avenue and Park Avenue Streetscape Improvements plans on the
Attachment tab.

9 FEDERAL AWARD IDENTIFICATION - SYSTEM FOR AWARD MANAGEMENT (SAM)
Prior to any informal contract commitment and published notice of intent to award by the City of Hot Springs, eligible
contractors must provide the City of Hot Springs with a valid IRS Taxpayer Identification Number (TIN), Unique Entity
ID number (UEI) for the physical business location responsible for managing the contract, and have an up-to-date
registration in the System for Award Management (SAM.gov) database demonstrating no suspensions, debarments
or other restrictions that would prevent a contract award.
Bid responses will be accepted from contractors without a TIN, UEI, and/or SAM record, but no award will be made
by the City of Hot Springs without timely receipt of this documentation upon request.
