4 SCOPE OF SERVICE
The City of Hot Springs, Arkansas, on behalf of the Police Department is accepting bids to purchase emergency
response equipment as a Term Contract (TC) and subsequent model year Dodge Durango for utilization as marked
and unmarked police vehicles. The Police Department shall purchase this year 2024 ten (10) Dodge Durangos for
patrol functions and four (4) additional unmarked vehicles will be bought with limited undercover lighting and police
accessories. The Police Department will purchase this year 2024 one (1) Ford Maverick for traffic accident
investigation. Future current year Dodge Durango vehicles will be acquired and additional Ford Mavericks in
subsequent years. Bids shall be accepted and subsequently awarded to the successful bidder of police emergency
response equipment, which meets or exceeds the following requirements (Whelan, Havis, Pro-Gard, and Lund part
numbers as provided or approved equivalent).The following specifications describe the minimum requirements.
A successful bidder shall be Whelen authorized distributor, installer and repair center. Shall be capable of
completing at a minimum one (1) vehicle install per week once the vehicles have been delivered to install location.
Have a fenced holding area with the ability to receive up to ten (10) of our vehicles. It is intended for the service
center to be within fifty (50) miles or the contractor shall deliver the vehicles to and from Hot Springs, Arkansas.
Installation may be provided by a sub-contractor if approved by Police Department staff and Purchasing Division.
Sub-contractor will be required to have insurance as requested in Bid document. If the vehicles have not been
completed after ninety (90) days of delivery, the vendor will provide weekly written reasons why there is a delay and
work with the department to remedy the delay.
The equipment shall be of a new, current design production model and available to the commercial market. The bid
shall include one (1) copy of the manufacturer's published specification and warranty. The City reserves the right to
review the manufacturer's specifications and choose the unit deemed to be in the City's best interest. The City of
Hot Springs reserves the right to award the sections that are within the budget available. The equipment shall
comply with all state and federal safety requirements. Any deviations to these specifications shall be explained.

Any and all freight charges, demurrage, fuel surcharges, or special handing charges shall be price separately.
Orders will be accompanied by a City Purchase Order.
The contract will be for one (1) year with four(4) twelve (12) month terms, subject to annual budget approval by the
Hot Springs Board of Directors. The contract will automatically renew annually unless either party supplies thirty
(30) day written Notice of Cancellation. Any escalation in price shall be subject to paragraph 29 of the Terms and
Conditions of Bidding. The City reserves the right to accept or decline any and all price increases.
