The City of Show Low (“City”) invites professional engineering firms to submit a statement of qualifications to provide professional engineering consulting services for a wastewater facilities master plan. The City of Show Low operates a wastewater utility that serves its citizens residing within the corporate limits of the city. This system includes collection and treatment of effluent. Interested firms may submit written Statements of Qualifications relating to these services. A selection committee will be convened to evaluate firms’ qualifications and experience with similar projects. The firm determined to be best qualified will then be considered for award of a contract by the City Council.

Firms interested in a complete copy of this Request for Qualifications (RFQ) may download it from the city’s website at: www.showlowaz.gov . Respondents are invited to review the information and to submit their Statements of Qualifications in accordance with the criteria established within this RFQ. Written questions regarding this RFQ must be received by the Engineering Department no later than end of business Thursday, February 29. A written addendum to this document may then be used to respond to questions.

All submittals must be received by the due date specified herein. Any response received after the due date and time specified will be returned unopened. The City of Show Low reserves the right to reject any or all submittals, or to withhold the award for any reason it may determine, and to waive or not to waive any informalities in any submittal. All information regarding the content of the specific submittals will remain confidential until a contract is finalized or all submittals are rejected.

The City of Show Low (City) invites professional engineering firms to submit a statement
of qualifications to provide professional engineering consulting services for a wastewater
facilities master plan.
Overview
The City of Show Low operates a wastewater utility that serves its citizens residing
within the corporate limits of the city. This system includes collection and treatment of
effluent. Treated effluent is fed to constructed wetlands which provide enhanced habitat
for wildlife.
The wastewater collection system includes approximately 2,700 manholes ranging from
48-inches diameter to 72-inches diameter. The gravity portion of the collection system
includes over 630,000 linear feet of pipe ranging from 4to 36. And pipe materials
including PVC, Clay, Ductile Iron, Cast Iron AC, and Truss Pipe.
There are two areas in the system that utilize Low Pressure Sewer systems. These
systems have over 140,000 linear feet of pressure pipes ranging from 1to 6. These
systems also have fresh water augmentation stations to aid in odor control.
There are 27 sewer lift stations with over 62,000 linear feet of force main ranging in size
from 1to 18.
In 2016, the City of Show Low completed the construction of upgrades to the wastewater
treatment plant. The improvements included new headworks screening, two clarifiers,
two extended aeration - activated sludge basins, biosolids de-watering press and
disinfection. The upgraded plant has a 2.4 million gallons per day capacity.
Treated effluent is pumped to a system of constructed wetlands. The wetlands are on
United States Forest Service (USFS) land. The wetlands are operated and managed
through a partnership between the City of Show Low, Arizona Game and Fish
Department and the USFS
The City maintains a comprehensive GIS database for the wastewater infrastructure.
The master plan will use this existing data and supplement the data as needed to
produce a GIS based dynamic model of the Citys wastewater collection system.
Maintenance of the Citys wastewater infrastructure is performed by the Public Works
Operations Division which consists of 50 staff, and a fleet of heavy equipment and
vehicles.
Other background and reference materials that the City will provide are; lift station
operating data, the 2006 Wastewater Master Plan, other plans and reports pertinent to
the master planning.

Specific Master Plan objectives include:
Wastewater System Model and Design Criteria
- Determination of flow duty factors for each land use category.
- Determination of Peaking factors and other design criteria for modeling and
design.
- Determination of base wastewater flows, groundwater and rainwater infiltration
and inflow.
- Analysis and modeling of current and future flows.
Evaluation of Existing Facilities
- Review of existing lift stations.
- Analysis of lift station capacity, current and future.
- Analysis of pumps and pump settings to optimize current and future operations.
- Detailed existing and future wastewater collection system evaluation and
recommendations taking into consideration infrastructure age, material type, size,
condition, etc.
Capacity Analysis
- Based on the developed design criteria, create a Collection System Hydraulic
Model (GIS-based) to identify areas operating at or over capacity.
- Identify areas in the system where upgrades are necessary to provide capacity
for projected growth.
Capital Improvement Plan (CIP)
- Detailed existing and future wastewater collection system evaluation and
recommendations taking into consideration infrastructure age, material type, size,
condition, etc. This information will be used to create a CIP to include a
prioritized list of needs for a 20-year planning period with associated cost
estimates and possible funding options.
- An independent rate study will be completed under separate contract and is not
included in this project.

Scope of Services
The following scope of services is a broad representation of the desired work for the
completion of a Wastewater System Master Plan by a qualified engineering consultant.
The scope of services is intended to provide interested consultants with an
understanding of the project extent and a background for their submittal.
General Project Management
The consultant shall prepare agendas for and attend project status meetings. The
consultant shall be responsible for the preparation of written minutes that document
discussion items, items of concern, and action items.
The consultant shall monitor the progress of the project from a schedule and budget
perspective and submit to the City a monthly invoice and report indicating work progress
versus the planned schedule and expenditures versus the planned budget by task.
The consultant shall make milestone deliverable presentations to the City upon
completion of technical memorandums documenting the findings, decision making
process, and conclusions of work performed. Technical memorandums will be required
at the completion of all significant work efforts or activities.
The consultant will be expected to attend meetings and make presentations to the City
Council. The consultant will make up to two presentations to City Council. One will be a
progress presentation. The timing and necessity of this presentation will be determined
jointly by the consultant and city staff. The other presentation will be required at the
conclusion of the project.
System Evaluation
The selected consultant will work with city staff to create a complete inventory of the
wastewater infrastructure. Much of this information already exists as a part of the citys
GIS database. The existing data will be provided to the consultant for their use. The
consultant will work with city staff in evaluating the completeness of the data. Then the
consultant will collect any additional data necessary to produce a comprehensive data
base and system model. The consultant will provide the data in a format that can be
integrated into the citys current GIS system.
Assessment of Future Needs
Future needs will be assessed by the consultant using available information which will
include population growth projections, city zoning, future land use projections, developed
design criteria and other sources. The assessment will include collection systems and to
a lesser extent, the treatment systems. A study of current and future staffing will also be
required. Although a rate study is not a part of this master plan, the consultant will be
tasked to review the existing rate study in order to provide better insight to the citys
funding capabilities.

System Modeling
The consultant will produce a system model. This task will include selecting and
providing the modeling software. The consultant will recommend the specific software
package for this model. The software must be capable of integrating with the citys
existing GIS database. The model must be capable of expansion and modification with
new infrastructure and operational changes. The consultant will use the design criteria
developed in the master planning document for the model. The consultant will also
provide training for city staff.
The city will provide available data including location, size, material and invert elevations
of pipes and manholes and locations, wet well size, and pump data for lift stations.
Capital Improvement Planning
The Master Plan will include a 20-year Capital Improvement Plan. This plan will expand
the citys current 5-year CIP. The plan will use the information in the sections described
above to develop CIP projects for collection system capacity and condition, and
treatment capacity upgrades. Each project in the CIP will include an exhibit map and
line-item cost estimate. The consultant will work with city staff to rank priorities. The
consultant will also make recommendations on annual budget levels required to fund the
CIP.
Selection Process and Schedule
The professional engineering firm will be selected through a qualifications-based
selection process. The following tentative schedule has been prepared:

Upon receipt of the Statement of Qualifications (SOQ), each submittal will be reviewed
for compliance with the submittal requirements. The selection committee will evaluate
each SOQ according to the criteria outlined in this document and will select at least three
(3), or up to five (5), professional engineering firms for interviews. During the interviews,
the firms on the final list will present information on their qualifications and their
understanding of the project. The selection committee will be afforded the opportunity to
question the firms on their presentations. At the completion of the interviews, a ranking
of the final-listed firms, in order of preference, will be developed from the selection
committee’s evaluation of the SOQ, presentations, and responses to questions.

The City will enter into negotiations with the highest ranking or best-qualified firm to
develop a scope of services, a contract fee, and terms of the professional services
agreement. City Council approval is required. If the City is unsuccessful in negotiating a
contract with the best-qualified firm, the City may then negotiate with the second or third
most qualified firm in order of preference until a contract is executed, or the City may
decide to terminate the selection process.
