INVITATION TO BID
12-Inch PE100 Pipe Slipline Installation
City of Show Low Project No. FM-6824
The City of Show Low is extending an invitation for bids for the 12-Inch PE100 Pipe
Slipline Installation City of Show Low Project No. FM-6824 Project in the City of
Show Low. The work includes, but not necessarily limited to, installing approximately
4,100 linear feet of heat fused SDR11 PE100 pipe in an existing 30-inch concrete pipe.
The existing 30-inch carrier pipe alignment has a single deflection angle point of
approximately 28 degrees located approximately 2,470 lf from the lake intake. The
carrier pipe runs from the intake pump facility at Show Low Lake and extends to the
outfall at an existing irrigation canal. Upon award of contract, the bidder is required to
provide a work plan that details the location of receiving pits and engineering /
manufacturers calculations showing the pull lengths. The selected contractor shall also
provide the terminations of the pipe at the intake and outfall per the project
specifications. All work will be performed within the existing easements.
Sealed Bids will be received by the Engineering Project Manager, City of Show Low,
180 N. 9th Street, Show Low, AZ 85901 until Wednesday, April 24, 2024, at 3:00 P.M.,
with a Public Bid Opening immediately following. The City of Show Low reserves the
right to modify the Scope of Work and to reject any and all bids not deemed in the best
interest of the City. A MANDATORY pre-bid conference will be held on Wednesday,
April 10, 2024, at 2:00 P.M. at the City Hall, 180 N. 9th Street. Written Questions
only shall be accepted until end of business Friday, April 12, 2024. Questions may

INFORMATION FOR BIDDERS
1. Defined Terms and Standard Documents
Construction and administration of this Project shall be in accordance with the
requirements of the latest edition of the following separate documents except as
modified and supplemented by these Contract Documents:
Attached Technical Specifications, the Uniform Standard Specifications for
Public Works Construction Maricopa Association of Governments (MAG),
current edition, and the current edition of the City of Show Low
Supplement to MAG Specifications and Details.
Terms used in the Instructions to Bidders are defined in the General Provisions,
MAG. The term “Owner” means the City of Show Low. The term “Engineer”
means the City of Show Low City Engineer, unless otherwise stated. The term
“Bidder” means one who submits a Bid directly to Owner, as distinct from a sub-
bidder, who submits a Bid to a Bidder. The term “Successful Bidder” means the
lowest, qualified, responsible, and responsive Bidder to whom the Owner (on the
basis of Owner’s evaluation as hereinafter provided) makes an award. The term
“Bidding Documents” includes the Advertisement or Invitation to Bid, Instructions
to Bidders, the Bid Form, and the proposed Contract Documents (including all
Addenda issued prior to receipt of Bids).
2. Copies of Bidding Documents:
Complete sets of the Bidding Documents stated in the Advertisement or Invitation
to Bid may be obtained from the City of Show Low.
Complete sets of Bidding Documents must be used in preparing Bids; the Owner
does not assume any responsibility for errors or misrepresentations resulting
from the use of incomplete sets of Bidding Documents.
The Owner and Engineer, in making copies of Bidding Documents available on
the above terms, does so only for the purpose of obtaining Bids on the Work and
does not confer a license or grant for any other use.
3. Qualifications of Bidder:
To demonstrate qualifications to perform the Work, each Bidder, must be
prepared to submit within five days of Owner’s request, written evidence, such as
financial data, previous experience, present commitments, and other such data
as may be called for below (or in Supplemental Instructions). Each bid must
contain evidence of Bidder’s qualifications to do business in the State of Arizona
or covenant to obtain such qualifications prior to award of the Contract.
