SECTION 1 INTRODUCTION
1.1 INTRODUCTION
Established in 1876, the City of Martinez (CITY) is the County seat of Contra Costa
County, located along the Sacramento and San Joaquin rivers in the central part of the
County. Today, the CITY covers over 13.4 square miles and has approximately 38,000
residents. The CITY will provide efficient and sustainable, responsive, high performing
public services, and wellmaintained public facilities, that enhance the safety and
livability of the community, and support fiscal stability and a healthy local economy
through business development.
The CITY has a Capital Improvement Program (CIP) budget for expenditures on capital
projects such as major street or park improvements, building construction, and major
facility maintenance, such as improvements to the potable water distribution network.
Under the Direction of the City Engineer, the Engineering Division works with other CITY
divisions and departments, including Public WorksMaintenance and the Water
Treatment Plant. The Engineering Division creates programs to design, plan and
construct public facilities including streets, storm drain, traffic signals and water
systems. The CITY owns and maintains a water treatment plant that distributes high
quality drinking water for the community within its distribution network.
The City of Martinez’s water system serves a population of about 28,095 through
approximately 10,100 service connections. The distribution system includes four
pressure zones supplied by approximately 93 miles of transmission and distribution
pipe, nine pumping stations, and 11 storage tanks (ten steel and one prestressed
concrete).
SECTION 2 PROJECT OVERVIEW
2.1 PROJECT OVERVIEW
The CITY is requesting a Request for Proposal (RFP) from CONSULTANTs (CONSULTANT)
interested in providing professional engineering design services for PROFESSIONAL
ENGINEERING DESIGN SERVICES – 2023 HOWE ROAD AND ST. MARY’S PUMP STATION
IMPROVEMENTS associated with the CIP.
The CITY seeks a CONSULTANT team with extensive experience in developing cost
effective solutions for needed repairs, equipment upgrades, and modifications to two of
the City’s water distribution pump stations. CONSULTANT services will include
surveying, preparation of plans and technical specifications, providing Engineer’s
Estimate of construction costs, attendance at meetings as required, and support
services during bidding and construction. A detailed Scope of work is provided below in

Section 3. The City will provide templates for the preparation of proposal forms and
General Provisions. The CITY will prepare proposal forms and General Provisions for
inclusion with the construction contract documents. The CONSULTANT shall compile
and prepare the proposal forms, general provisions, and technical specifications for use
with the latest Caltrans Standard Specifications and shall include measurement and
payment clauses for all bid items. All work shall comply with the City of Martinez
Standard Plans and Specifications, and all other codes, regulations, and specifications
governing the work, including, but not limited to AWWA, ASTM, ANSI, and others the
CONSULTANT deems necessary for the project, including project specific details to
includes in the plans and specifications.
2.2 GENERAL REQUIREMENTS FOR WATER PUMP STATION IMPROVEMENTS
The CONSULTANT will provide design improvements for the following pump stations:
Howe Road Pump Station
The Howe Road Pump Station is located along the south side of Howe Road, between
Arnold Drive and Vista Way, and is in critical need of repairs. The pump stations need an
electrical power equipment upgrade, and the replacement of two pumps due to age and
low efficiency.
The pump station was built in 1968 and has three 1,500 gpm pumps. The total capacity
of the station with the limited pump capacity is 3,700 gpm and a firm capacity of 2,200
gpm. The pump operation is controlled manually by an operator at the water treatment
plant. This station is shut down at night due to lower water use in the pressure zone
that is served (Zone 2). A surge tank for the station is located outside the pump station
building.
The pump with limited capacity is the standby pump that was installed in 1983, 15 years
after the station was built. Although the pump is the same model, the impeller in the
pump is slightly larger than in the other pumping units.
Although this pump station has three pumps, the power available to the station is
sufficient to run only two pumps at a time. A Tier 1 generator was installed in 1986 and
is out of service and will need to be replaced with a Tier 3 compliant generator.
The following evaluations and improvements are needed at the Howe Road Pump
Station:
Pump #1
Replace discharge valve and electric actuator.
Evaluate condition/thickness of suction/discharge piping.

Install soft starter.
Pump #2 and Pump #3
Replace pump and motor.
Replace discharge valve and electric actuator.
Replace check valve.
Replace suction valve.
Replace suction and discharge flex couplings.
Evaluate condition/thickness of suction/discharge piping.
Install soft starter.
Electrical and Program Logic Controller (PLC)
Replace MMC, electrical circuit breakers and wiring.
Evaluate PG&E wiring and main breaker.
PLC replacement and radio network conversion.
Replace push buttons at control stations for motors and air compressors.
Surge Tank and Air Compressor
Evaluate the condition and wall thickness of surge tank.
Replace surge tank isolation valve & check valve.
Replace air compressor (electrical & air lines).
Flow Meters
Replace flow meter with magnetic read meter.
Replace flow and pressure transmitter.
Standby Generator
Install Tier 3 compliant standby generator.
Exhaust Fans
Replace fans & controls.
A full review of the pump station equipment replacement, including impact on water
distribution, should be included as part of the scope of services.
St. Mary’s Pump Station
The St. Mary’s hydropneumatic pump station is located along the east side of St. Mary’s
