SERVICES
The Napa County Health and Human Services Agency (HHSA) desires to solicit qualified
proposals from a contractor who has expertise in implementing, operating and maintaining a
café or food service based Work Experience Program with an emphasis on individuals with
barriers to employment.
SCOPE OF WORK
1. Work Experience Program
a. Provide food service work experience program to participants with an
emphasis on individuals with barriers to employment. Participants may be
eligible for subsidized on-the-job training, Expanded Subsidized Employment,
unpaid Work Experience (WEX) placements through a Work Based Training
Agreement or other subsidized employment. Subsidized employment is not a
requirement for placement.
b. Provide an introduction to professional cooking and food services
occupation. Participants will learn basic safety guidelines and technical skills
needed to work in a commercial kitchen and will be prepared for an entry
level job in the industry.
c. Café and kitchen line staff shall exclusively consist of referred participants.
Contractor will identify, select, and maintain supervisory, trainer and/or
management staff as needed.
d. Participants will earn a ServSafe or similar food handlers’ certificate as part of
the program (or include safe food handler training that result in a certificate).
e. The work experience program should include:
i. Basic kitchen safety and sanitation, knife skills, cleaning and servicing
of kitchen equipment, recipe reading and writing and culinary math.
ii. Basic front of house skills, computer skills, balancing cash register
receipts, supply ordering, and monitoring inventory.
iii. Grilling, sauteing, braising, food prep, and baking pastries, bread, and
desserts, etc.
iv. Customer service including taking and fulfilling orders, processing
credit card payments, accepting cash, and giving change.
f. Support alumni after program is complete with additional credentials or
certificates that increase and improve long-term employment opportunities
and careers.
g. Provide participant a schedule and discuss mutual expectations.
h. Review monthly progress with participant and HHSA staff.
i. Complete required evaluations for participants at mid-points and end of
program.
j. Contractor will enter an MOU for services and execute a Space License
Agreement with County for use of approximately 3000 sq. ft. kitchen and
dining space located at 2751 Napa Valley Corporate Drive, Napa, CA 9458 for
program operations.

k. Contractor will manage supervisory/training staff and work experience
program take any and all appropriate disciplinary action for any participants
that fail to perform duties. Disciplinary actions may include, without
limitation, dismissal of said employee. If the contractor fails to take
appropriate action and said employee continues to perform his or her duties
in an unsatisfactory manner, HHSA may demand that the contractor take
action to remove the employee from the program.
l. Contractor shall be responsible for daily housekeeping and sanitation in food
preparation, handling, storage and serving areas and will clean tabletops in
the patio area.
m. The Café shall be managed by a person who has a Manager’s Safe Food
Handlers Certificate from the Napa County Environmental Health
Department or a similar certificate acceptable to the County.
n. Contractor shall be responsible for reasonable and proper care of equipment
furnished by the County and will return it in good and operable condition at
the termination of their MOU, allowing for ordinary wear and tear.
o. Contractor will coordinate with County the purchase and install of any
equipment.
p. Contractor shall meet quarterly with HHSA staff to review program
operations, and performance.
q. Contractor shall notify HHSA staff two weeks in advance of any full day
closures.
r. Contractor shall abide by all applicable employment and labor regulations
and additional requirements associated with any subsidized employment
agreement.
2. Café Services and Client Meal Provision
a. In support of the work experience program, Contractor will operate retail
food and beverage café open to the public during agreed upon business
hours, and flexibility to provide catering for events.
b. Provide meals for HHSA clients at an estimated volume of 300 per month ‘at
cost’ per a negotiated rate.
COMPENSATION
The selected vendor will be compensated as agreed upon during the contract negotiation
process. Continued funding is contingent on the vendor meeting contractually agreed upon
project deliverables and milestones. The contract shall be awarded as soon as possible and
shall continue through June 30th, 2027, for the duration of the planning and
implementation of the HHSA Food Services Work Experience Program in Napa County,
subject to successful completion of the contract deliverables. In-kind contribution of space
use and utilities for operation of retail food and beverage café will be considered
compensation for operation of work experience program. Client meals to be provided ‘at
cost’ per negotiated rate not to exceed $50,000 per year.
