1. Scope of Work:
Provide labor and material to upgrade the current CCTV system with a new IP camera and
recording NVR system.
- Project shall include labor and material to upgrade and hand over complete turnkey
systems ready for normal day to day operation.
Note:
All work must adhere to all Riverside County Information Technology (RCIT) specifications and
standards. It is the contractor’s responsibility to ensure all labor and material is provided to deliver a
complete, fully functional system that complies with all applicable codes, RCIT and industry
standards/best practices is accounted for in their cost proposal. The following is not intended to be a
complete material list, but a clarification on certain items specified within the scope of work.
The contractor shall provide safety equipment to each employee to be used as appropriate or required
for the work. (e.g., eye protection, sound suppressors, hard hats, gloves, respirators, etc., as required).
1.1. Submittals:
1.1.1. Contractor shall have a submittal packet attached to quote including all data sheets and
installation manuals of all devices provided for this project.
1.2. Certifications:
1.2.1.
Any contractor who provides, installs, wires, connects, or programs any Hanwha equipment
shall maintain proper dealer and technical certifications.
1.2.1.1. All Hanwha certifications must be included in the submittal packet listed in
section 1.1.1.
1.3. Reference Documentation:
1.3.1. Document A- Detailed Scope of Work.
1.3.2. Document B- Camera Site Drawing.
1.3.3. Document C- Camera Equipment List.
1.3.4. Document D- Contractor Pricing Spreadsheet.
1.3.5. Document E- General Terms Conditions.
1.3.6. Document F- Cabling Installation Instructions.
1.3.7. Document G- Cable Certification.
1.3.8. Document H- Materials List.
1.4. NVR and Camera Programming:
1.4.1. Contractor is responsible to program NVR and Cameras.
1.4.1.1. Network settings will be provided by others.
1.4.1.1.1. Confirm remote connection with RCIT project manager.
1.4.1.2. Program all cameras.
1.4.1.2.1. Motion recording only on all cameras.
1.4.1.2.2. Record all cameras at the following settings: H265, 15 fps, and 1080p
resolution.

1.5. NVR Equipment:
1.5.1. Acceptable NVR Equipment Includes:
1.5.1.1. Hanwha: XRN-6420DB4-160TB
1.5.2. NVR is to be installing in the communication room on existing rack.
1.5.2.1. Provide and install accessories needed to properly rack mount the XRN-6420DB4-
160TB on the existing rack.
1.5.3. Acceptable Monitor:
1.5.3.1. Capture: OE-20LED2
1.5.3.1.1. Monitor is to be install above NVR.
1.5.3.1.2. Provide and install HDMI Cable from Monitor to NVR.
1.5.3.1.3. Provide and install shelf above NVR on rack for monitor.
1.6. Video Viewing Monitor:
1.6.1. Provide labor and materials to install monitors with decoders through the facility.
1.6.1.1. Utuilize the camera site drawing on locations of the monitors with decoders.
1.6.1.2. Monitors are to be wall mounting with decoders installed behind the monitor.
1.6.1.2.1. Provide labor and materials to mount montiors on wall.
1.6.1.3. Power and cabling to be provided by others.
1.6.1.4. Cameras that will be displayed on the monitor will be determined by the RCIT
project manager.
1.7. Video Viewing Monitor Equipment:
1.7.1. Acceptable video viewing monitor quipment includes:
1.7.1.1. 32” Full HD LED monitor 24/7/365 operatiing capability.
1.7.1.1.1. Capture: OE-32LEDMON2
1.7.1.2. Decoder.
1.7.1.2.1. Hanwha: SPD-152.
1.7.1.3. Wall Mount.
1.7.1.3.1. Avarro: NX-FMSA1337.
1.7.1.4. HDMI Cable
1.7.1.4.1. Avarro: OE-HDMIP3
1.8. CCTV IP Cameras:
1.8.1. Provide labor, programming and labeling for all new IP cameras throughout the facility. Each
camera type and location are identified on the camera floor plans.
1.8.1.1. Provide labor and materials for all penetrations needed for the exterior cameras.
1.8.2. Programming includes IP Addressing, DNS Addressing, and focusing cameras.
1.8.2.1. Each camera is to be focused with RCIT project manager.
1.8.3. RCIT to provide network settings for all devices.
1.8.4. Provide labor to connect patch cable from the location of the Leviton Quickport box to the
location of the camera.
1.8.4.1. Leviton quickport box and patch cable is to be provided by others.
1.8.5. Provide labor to connect patch cable from patch panel located in comm room to the network
switch.

1.8.5.1. Patch panel, patch cables, and network switch is to be provided by others.
1.9. CCTV IP Camera Equipment:
1.9.1. Acceptable Hanwha Cameras include:
1.9.1.1. Hanwha Indoor Dome Camera Part # QND-6082R1.
1.9.1.2. Hanwha Outdoor Bullet Camera Part # QNO-6082R1.
1.9.1.3. Hanwha Outdoor and Indoor Multisensor Camera Part # PNM-C16083RVQ.
1.9.1.4. Hanwha Indoor 2 Censor Camera Part # PNM-7082RVD.
1.9.2. Review camera equipment list for all needed camera accessories needed for each camera.
1.9.2.1. Provide labor and materials to install cameras and accessories.
1.9.2.2. Provide labor and materials for camera penetrations from inside the building to
outside.
1.9.2.3. Provide any seal tight conduit and boxing to any outside cameras that require.
1.10. Network Switches:
1.10.1. Network switch shall be provided and installed by RCIT.
1.10.1.1. Provide labor and materials to patch all cameras from camera side and switch side.
1.11. Camera and Decoder Cabling:
1.11.1. Camera and decoder cabling is to be provided by others.
1.11.2. Patch cables will be provided for camera side and switch side.
1.11.2.1. Provide labor to install patch cables.
1.12. Existing Equipment Removal:
1.12.1. Provide labor to remove all existing camera equipment including DVR, monitor, and existing
cameras.
1.12.1.1. Provide labor and materials to seal hole if we are removing a camera and will not be
reinstalling.
1.13. Equivalent Material
1.13.1. All material substituted for an equivalent in this document must be approved by the RCIT
project manager prior to acceptance of bid.
1.14. Work Hours
1.14.1. Work hours shall be Monday-Friday 8:00am to 4:30pm.
1.15. Contingency
1.15.1. Include a project contingency equivalent to 10% of your total estimated labor and material
cost.
1.16. Warranty
- Provide a minimum (1) year warranty on all parts and labor provided from the written final
acceptance date.

- Qualified personnel shall be onsite within 4 hours after receiving an emergency service
request. The system shall be restored to normal operating condition within 8 hours of
arriving onsite.
1.17. Closeout Documentation
1.17.1. Provide a usb to customer of all closeout documentation including:
o Data sheets of all devices attached to the CCTV system.
o Installation manuals of all devices attached to the CCTV system.
o A complete backup of the CCTV system programming.
o As-Built drawings including details of all materials provided.
