Description:
This Request for Proposal (RFP) is to solicit competitive proposals from experienced and qualified contractors to provide California with extensive mobile monitoring measurements of toxic air contaminants, criteria pollutants, and greenhouse gases along with the analysis and dissemination of information to stakeholders as part of the Statewide Mobile Monitoring Initiative (SMMI). The mobile measurements of air quality will support community-focused programs, such as the Community Air Protection Program, and may inform future monitoring programs and actions to improve the health of community members. As such, community engagement and coordination are key to support all monitoring activities.
The Contractor shall meet California Air Resources Boards (CARB) requirements with the highest efficacy and lowest cost. This Contract provides for SMMI project services, including all technical aspects of mobile monitoring, community engagement and coordination, and data assimilation and visualization, through the duration of the Contract. CARB realizes that mobile monitoring systems utilized by Proposers will be unique and each Proposer will have their own pricing model. CARB also recognizes that the Contractor may need to build platforms and equipment to meet the projects scale and capacity. This Contract will not fund the construction or build out or procurement of platforms or supporting infrastructure, or the inclusion of stationary air monitoring equipment.
