Contractor agrees to provide a 2024 Disparity Study to the California Department of Transportation (Caltrans). The purpose of the 2024 Disparity Study is to assess the availability of DBEs in California that may be interested in participating in Caltrans construction contracting during the Study period January 1, 2020, through June 30, 2024 (Study Period). The Study will focus on socially and economically disadvantaged business enterprise (DBEs) firms as defined in 49 Code of Federal Regulation Part 26. The Consultant shall conduct an analysis of the availability data.
Consultant shall then collect utilization data from Caltrans for the Study Period. Consultant shall conduct an analysis of the utilization data. Utilization data shall include those certified DBE firms utilized and paid by Caltrans and those local agencies that are subrecipients of Caltrans federal funding received from FHWA.
Consultant shall then compare the availability data to the utilization data of California DBEs and shall conduct a disparity analysis for the previously stated Study Period. The disparity analysis will determine whether differences exist between availability and utilization of DBE.
Based on the availability, utilization, and disparity analyses, Consultant shall recommend to Caltrans a triennial DBE goal and methodology that Caltrans will submit to FHWA for approval.
