Bid Due Date: THURSDAY, October 1, 2020, by 1:00 P.M. our clock. Virtual Public Bid Opening at 2:00 P.M.
Scope of Work: Remodel and renovation of general office space located within City Hall, including; the following
departments: Community Development, Administrative Services, Police, Courts as well as the Central Lobby.
Scope of work is identified on documents:

Issued: “Permit Set”, dated May 26, 2020
The Contractor shall include all labor, materials, supplies, products, facilities, transportation and equipment
necessary for the City Hall Remodel according to the plans and specifications. The work shall comply with the
requirements of all legally constituted authorities having jurisdiction. Work shall include coordination with the City’s
selected FFE vendors for the reconfiguration of systems furniture and office equipment. The total budget for this
project including (FFE) awarded under separate is approximately $250,000-$320,000. Work shall begin in
November, 2020.
Recommended Site-Visit / Pre-Bid Meeting: September 16 (10:00AM) & 17 (1:00PM), 2020 at the City of Wheat
Ridge City Hall (MASKS and Social Distancing REQUIRED)

Minimum Requirements: Must have or obtain a valid and current City Business/Use Tax license prior to doing
business in the City of Wheat Ridge. This service requires compliance with the Illegal Alien Provision of CRS8-17.5-
101 regarding employment of illegal aliens to perform on public contracts. A current certificate of insurance is required.
Contractor and sub-contractors shall not be banned or debarred from receiving federal funds, as confirmed on
www.sam.gov . Work in the Police Department or Court areas requires prior security clearance approval for each
individual
Contractor Qualification: Bidder must complete and submit the Contractor’s Qualification Form provided with the
bid document. Failure to complete this form and submit with bid may result in the disqualification of the contractor.
The City’s acceptance of this bid shall be based on information provided by the contractor in this form. Bid amount
and qualifications are evaluated subsequent to bid opening to determine the successful bidder.
Disadvantaged Businesses: Disadvantaged business enterprises are afforded full opportunity to submit bids and
will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. There
is no DBE goal for this project.
Labor Compliance: Contractors shall comply with the amended provisions of CRS 8-17.5-101 and requirements of
the Keep Jobs in Colorado Act, H.B. 13-1292 and CRS 8-17-101 et seq, regarding employment of illegal aliens and
Colorado laborers to perform on public contracts.
Bid Bond: A 5% bid bond is required to be submitted with the bid. Payment and performance bonds for 100% of the
contract price, as well as insurance will be required for the successful bidder.

INTRODUCTION
A. General
The City of Wheat Ridge (the “City”) is located in the northwest area of the Denver metropolitan area just west of
downtown Denver. The City’s area consists of about nine square miles adjacent to the Interstate 70 transportation
corridor between Denver and the Rocky Mountains. The topography is somewhat unique, with a natural ridge
traversing the City. The City is a suburban community of approximately 31,000 residents. Our governing body
consists of eight Council members, Mayor, and City Manager.
B. Background
The City has been planning for some time to improve security within City Hall. That includes access in and from the
lobby, flow into the building division and other upstairs offices. Other goals of the project include improvements to
working conditions in and near server rooms, modifications to our old dispatch center, and to address concerns of
COVID-19, CARES Act funding is being utilized to create a safe meeting environment for attorneys, clients,
advocates and staff in our Court office area.
Barker, Rinker, Seacat Architecture (BRS) is the architect of record for the new plans and drawings. Dunakilly is on
board to assist with project management.
C. Objectives
The purpose of this ITB is to contract with one qualified firm with experience in office remodel projects of a similar
size and scope, and complying with federal funding requirements, 2CFR200 and with Treasury guidelines for using
CARES Act resources.
The remodel of the Court office space is of highest priority for completion by early – mid December.
D. General Requirements
The following general requirements will be necessary to provide the services required for this project:
Terms and Conditions
The attached Sample Agreement contains the City’s standard terms, conditions, and other information that will be
used for this project. Minor changes, to this Sample Agreement, may occur depending upon the final award
recommendation regarding budget as related to the scope of work and federal funding requirements.
Supplementary Conditions
Because this project is partially federally funded, all work in the Court consultation rooms must be completed in
accordance with the requirements found in 2CFR200, also known as the “Uniform Guidance”. The Contractor will be
required to ensure that all pay requests, records retention, and other tasks are done in strict accordance with the
Uniform Guidance.
