New Castle County is seeking competitive sealed priced proposals to provide HVAC preventive
maintenance, time & material repairs, and new equipment installations.
Interested parties are asked to submit a priced proposal to New Castle County Procurement
Department, New Castle County Government Center, 87 Reads Way, New Castle, DE 19720,
stating their interest and qualifications. Proposals must be received by 2pm on December 20th,
2023, and must include two (2) hard copies and one (1) copy of the proposal on a USB or similar
type thumb drive within a sealed envelope. All information submitted on the electronic drive
must match the hard copy submission. The electronic version submitted will be deemed the
final version for evaluation purposes.
Questions concerning the project should be submitted in writing via email to Frank Penta at
frank.j.penta@newcastlede.gov by end of day on Wednesday, December 6th, 2023.
INSTRUCTIONS FOR PROPOSAL SUBMISSION
➢ Sealed proposal envelopes must clearly display Bid #24SA-351, HVAC-ATC in the lower
left quadrant on the front.
➢ Facsimile transmissions of proposals are unacceptable and will be rejected without any
notice to the bidding vendor.
➢ Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

SUMMARY OF PROPOSAL
New Castle County Government is seeking HVAC Preventive Maintenance (Section I), Time &
Material Repairs (Section II) and New Equipment Installations (Section III) such as equipment
upgrades and equipment replacements.
Vendors submitting proposals MUST provide proof of the following licenses within their bid
submission:
State of Delaware Business License
New Castle County Contractors License
Resident Contractor or Non-Resident Contractor License through Delaware Division of Revenue
FORM OF PROPOSAL
This contract is broken into 3 sub-categories and each category requires a separate bid entry
to be considered for that specific category. YOU DO NOT NEED TO BID ON ALL 3 CATEGORIES
TO BE CONSIDERED FOR THIS CONTRACT
I Preventative Maintenance
II Time & Materials Repairs
III New Equipment Upgrades and Installations.
Section I - HVAC Preventive Maintenance
The Preventive Maintenance contract price includes all equipment associated with the HVAC
and ATC systems, including, but not limited to, pumps, compressors, heat pumps, coils,
controls, cooling towers, valves, etc.
Vendors shall bid for a full-service preventive maintenance contract for heating, air
conditioning and ventilation. Planned maintenance, filter materials, shut-down and re-start
systems, coil cleaning (as needed, annual at minimum) chimney cleaning and servicing, are all
to be included in the annual fee. Also included: Change all HVAC filters as needed (quarterly at
a minimum, filters are to be dated as installed), check belts, bearings, and lubrication (quarterly
at a minimum), cooling and evaporative towers shall be checked monthly during cooling
season, run efficiency test during boiler start-up and half-way through heating season.

All work performed must be documented on a Service Ticket or Work Order. The work
performed must include all system components serviced indicating work performed, parts
installed, and arrival and departure times. An example would be “changed filters at the Conner
Building.” Electronic copies of all tickets must be e-mailed to hvac@newcastlede.gov within
two (2) business days with hard copy to follow. Hard copies must be dropped off or mailed in
weekly batches to Nicholas Mancari,187A Old Churchman’s Road, New Castle, DE 19720.
Section II – HVAC Time & Material Repairs
Vendor shall provide all labor, materials, supplies, services, contracted services, transportation,
tools, equipment, and parts in a workmanlike manner to the satisfaction of NCC. All labor
charges shall be in accordance with the T&M rates provided by the vendor on the rate sheet of
this bid. Vendor shall be available 24/7 365 days per year for emergency repairs. Expected
response time is 2 hours for Sweeney Public Safety Building and 4 hours for all other locations.
All materials, supplies, consumables shall be billed with a markup percentage no greater than
15%. Invoicing shall include the breakdown of labor hours, materials & supplies, and
contracted services. Electronic copies of all tickets must be e-mailed to:

EQUIPMENT AND SITES COVERED UNDER THIS CONTRACT
A list of all equipment covered under this contract will be considered Appendix A. The list
shows make, model and serial number when available. Vendors are directed not to bid on
Section I or Section II if any location contains equipment which they do not have fully trained
and qualified personnel to support.
Section III – New Equipment Installations
In the event of equipment replacement, prior to demo or installation of new equipment,
vendor shall provide a proposal to include all labor, materials, supplies, services, contracted
services, transportation, tools, equipment, and parts in a workmanlike manner to the
satisfaction of NCC. All labor charges shall be in accordance with the T&M rates provided by the
vendor on the rate sheet of this bid. All materials, supplies, consumables shall be billed with a

all proposals must be e-mailed to: hvac@newcastlede.gov within ten (10) business days. Hard
copies can be dropped off or mailed to Nicholas Mancari,187A Old Churchman’s Road, New

Some sites may require a background check of personnel prior to performing services.
Normal hours of operations are Monday through Friday, 7:00 a.m. to 3:00 p.m. If disruptive
work in any location is needed, vendor shall provide services after normal working hours under
the contract price.
LIMITS OF CONTRACTOR’S RESPONSIBILITY
Contractor will be responsible for controls and control wiring servicing equipment covered.
- Contractor will be responsible for all PTAC, Window-Type Air Conditioning Units and
Auxiliary Heaters.
- All existing HVAC equipment and components must be covered in this contract period.
- Exhaust fans and Environmental Lab hoods are included in this contract.
- Chimneys, mechanical venting systems and flues must be kept clean and in repair
- Must provide condensate pan and condensate drain piping treatment to control growth of
any kind and to prevent resultant water damage from clogging.
LOCATIONS – SECTION 1 – FULL SERVICE MAINTENANCE CONTRACT
Vendors are directed not to bid if any location contains equipment which they do not have fully
trained and qualified personnel to support. All detailed information regarding all equipment
to be maintained will be on a file named Bid 24SA-351 HVAC-ATC equipment list Appendix A.
