REQUEST FOR QUALIFICATIONS
New Castle County is seeking competitive sealed priced proposals to PROGRAM CLIENT
RELOCATION UNITS LEAD-BASED PAINT HAZARD REDUCTION/HEALTHY HOMES GRANT
REQUEST FOR QUALIFICATIONS.
Interested parties are asked to submit a priced proposal to New Castle County, Procurement
Division, New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating
their interest and qualifications. Proposals must be received by 2:00 p.m. on Wednesday, April
17, 2024 and must include one (1) printed hard copy and one (1) USB drive containing an
electronic version of the proposal within a sealed envelope. The electronic submission will be
considered the original, and must replicate the printed hard copy, with all appropriate signed
documents. If there are any discrepancies between the two submissions, the original
(electronic) submission is considered the official version for purposes of evaluation. The hard
copy is only reviewed if the electronic version cannot be viewed due to a technical issue.
Delivery Method for Bid Submission Options:
- You can mail your bid submission to 87 Reads Way, New Castle, Delaware. However, it is
recommended to use a carrier that can guarantee delivery and provide tracking
information, so your bid submission packet arrives at the deadline date and time.
- You can deliver your bid submission packet in person prior to the Bid Opening to the
Government Center, located at 87 Reads Way, New Castle, DE 19720 between the hours of
8 a.m. and 3:30 p.m.
You can go inside the building to the lobby area and do either of the following:
1) call a member of Administrative Services at 302-395-5965 from the Lobby
Phone or your cell phone, and have a Procurement representative meet you in the lobby and
accept your bid packet and provide a receipt, or
2) you can ask the Receptionist to contact Procurement.
Please remember on the bid opening date, your bid submission must be turned in no later than
2:00 p.m. on Wednesday, April 17, 2024 to be accepted and you are welcome to attend the bid
opening meeting at that time.

GRANT REQUEST FOR QUALIFICATIONS in the lower left quadrant on the front.
Facsimile transmissions of proposals are unacceptable and will be rejected without any
notice to the bidding vendor.
Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Bidders must complete and submit with their proposal both the Non-Collusion
Statement/Signature Page and the Authorized Representative Procurement Affidavit
which are located as the final pages of the bid specifications. Failure to sign and return
these documents could result in your bid submission being rejected.
Proposals shall be no more than 30 pages in length excluding Procurement forms
(Signature Page and Affidavit).

SUMMARY OF PURCHASING REQUEST
BACKGROUND
New Castle County is seeking proposals for Program Client Relocation Units (“unit”) to
accommodate program participating families while lead interim controls, abatement and
healthy homes activities occur in their primary residence.
Lead poisoning is a national public health issue concerned with the health impact lead poisoning
has on pregnant women and children under the age of six. New Castle County applied and
received funding from the US Department of Housing and Urban Development (HUD) to help
reduce the hazards of lead poisoning in pre-1978 homes across the county.
Under the current and active Lead Hazard Reduction Demonstration Grant (LHRD) and Healthy
Homes Supplement Grant, the Department of Community Services’ Lead Reduction Program is
authorized to provide lead reduction interim controls and abatement activities throughout New
Castle County.
The New Castle County Lead Hazard Reduction (“No Lead”) program seeks socially responsible
Delaware-based Landlords starting on/about February 2023 and continuing expectantly through
the end of the grant period, December 2026. The No Lead Program seeks no more than five (5)
single family or duplex units. Specifically, three in the City of Wilmington limits, one in New
Castle, and one in Newark, DE. Landlords are allowed to submit quotes for more than one unit.
All participating landlords must operate in compliance with all EPA, HUD, State, and Local lead
hazard control/safe unit regulations, laws and standards.
SCOPE
All interested landlords must provide detailed information/documentation, including photos,
evidencing the proposed unit’s safety and proximity to public transportation. The unit must have
a minimum of three (3) bedrooms. The program looks to lease each unit for a minimum of three
(3) years with the grant paying one, all-inclusive, flat rate per month to landlord(s). The monthly
rental unit cost must factor in the following requirements: fully furnished (new) with all major
appliances; utility costs water, cable, sewer, trash; homeowner’s insurance; general internal
equipment/appliances/furniture and external maintenance; and any other costs the landlord

decides to include in the flat monthly rental rate. The No Lead Grant Program staff will ensure
the relocated clients maintain units in good condition during the three-year term of occupancy.
Landlords are responsible for regular maintenance of house systems and outside yard, sidewalks
and related landlord/tenant code requirements. The NCC No-Lead Program will provide COVID
certified cleaners between each tenant stay.
OBJECTIVE
To provide New Castle County’s No-lead program lead safe housing for its who are temporarily
displaced while receiving lead and healthy homes remediation services. The average stay per
client is 15 business days. The tenant contract will be with New Castle County; not the
individual clients.
REQUIREMENTS
Property must have a minimum of 3 bedrooms.
Evidence unit is lead free or willingness to allow lead control testing and remediation
the property. The testing and remediation on the property will be at no cost to the
landlord/owner.
Property must be in one of the targeted areas of Wilmington and New Castle.
Landlord must include a copy of the NCC Parcel report for each property address.
Search website: http://www.nccde.org/parcelsearch. The detail must include: Parce l#,
property description/characteristics, permit history, zoning, deed history, upgrades,
renovations, tax and sewer bills, sketches, code enforcement activity.
Flat rate with cost breakdown required with no escalation. One flat monthly rate for the
2-year lease. Summary of all the lease details of what is included in the flat monthly
fixed rate must be included in the response submission.
Photos of property all internal rooms and all exterior angles.
Photos of appliances currently in property and/or those to be purchased upon award
(Required in property for the 2-year lease: stove, refrigerator, and microwave. Optional:
washer/dryer).
All furniture must be new upon lease. Provide photos of furniture to be purchased.
Minimum furniture includes: living room sleeper sofa with mattress, sturdy dining
room/dinette set that seats at least four (4), one double/queen bed in the master
