Real Estate Agent Services for Neighborhood Stabilization Program
New Castle County is seeking competitive sealed priced proposals for Real Estate Agent Services
for the Neighborhood Stabilization Program.
Interested parties are asked to submit a priced proposal to New Castle County, Procurement
Division, New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating
their interest and qualifications. Proposals must be received by 2pm on Wednesday, April 10th,
2024, and must include one (1) printed hard copy and one (1) USB drive containing an
electronic version of the proposal within a sealed envelope. The electronic submission will be
considered the original, and must replicate the printed hard copy, with all appropriate signed
documents. If there are any discrepancies between the two submissions, the original
(electronic) submission is considered the official version for purposes of evaluation. The hard
copy is only reviewed if the electronic version cannot be viewed due to a technical issue.
Delivery Method for Bid Submission Options:
- You can mail your bid submission to 87 Reads Way, New Castle, Delaware. However, it is
recommended to use a carrier that can guarantee delivery and provide tracking
information, so your bid submission packet arrives at the deadline date and time.
- You can deliver your bid submission packet in person prior to the Bid Opening to the
Government Center, located at 87 Reads Way, New Castle, DE 19720 between the hours of
8 a.m. and 3:30 p.m.
You can go inside the building to the lobby area and do either of the following:
1) call a member of Administrative Services at 302-395-5965 from the Lobby
Phone or your cell phone, and have a Procurement representative meet you in the lobby and
accept your bid packet and provide a receipt, or
2) you can ask the Receptionist to contact Procurement.
Please remember on the bid opening date, your bid submission must be turned in no later than
2:00 p.m. on Wednesday, April 10th, 2024 to be accepted and you are welcome to attend the
bid opening meeting at that time.

INSTRUCTIONS FOR PROPOSAL SUBMISSION
Sealed proposal envelopes must clearly display Bid # 25SA-319, Real Estate Agent
Services for Neighborhood Stabilization Program in the lower left quadrant on the
front.
Facsimile transmissions of proposals are unacceptable and will be rejected without any
notice to the bidding vendor.
Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Bidders must complete and submit with their proposal both the Non-Collusion
Statement/Signature Page and the Authorized Representative Procurement Affidavit
which are located as the final pages of the bid specifications. Failure to sign and return
these documents could result in your bid submission being rejected.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST
BACKGROUND
The New Castle County Department of Community Services uses federal and state funding to
buy and rehabilitate foreclosed or vacant homes. These homes will ultimately be sold to low
and/or moderate-income individuals.
New Castle County would like to solicit the services of a Delaware Licensed Real Estate
Agent/Agency for the purpose of acquiring properties for use with these state and federal
programs. New Castle County has under contract a company for the maintenance of acquired
properties. Bidders shall complete the attached Questionnaire, Reference, and Procurement
Affidavit. Proposals should be no more than ten pages.
SCOPE
The real estate agent or agency will be responsible for completing the following work:
Provide the County with data (including, but not limited to, homeownership rates,
community statistics, and average home costs) on foreclosed or vacant properties in
targeted area(s)
Analyze and present detailed data on the real estate market in targeted area(s)
Participate in Neighborhood Stabilization Program acquisition team meetings
Identify properties in targeted area for acquisition
Negotiate sale of properties following Federal, State and County regulations
Inspect properties before acquisition
Negotiate prices and contracts according to Federal, State and County regulations
Be present at and facilitate all settlements
Be the County’s lead agent in the acquisition of properties individually or through
bulk sales from lenders
Be the County’s lead agent in selling properties rehabilitated by the County to
qualified buyers

With the above requirements in mind, the real estate agent or agency should submit proposals
with the following information:
Background and experience of the firm and/or individual
Background and experience of key personnel that will work on the Neighborhood
Stabilization Program.
Client references (at least 2)
Professional references (individuals in the real estate field, e.g., Finance Officer,
Lawyers, Inspectors - at least 3)
REQUIREMENTS BUSINESS QUESTIONNAIRE
Please answer all questions in detail and submit the questionnaire, answers and references
with your proposal. Proposals should be no more than ten pages.
Please explain the services you believe would add benefit to this program.
Please elaborate on the capacity you and/or your agency have to work on this program.
Please explain your background and experience with residential housing rehabilitation.
Please explain your background with Bank Real Estate Owned (REO) properties, vacant
and/or distressed properties.
Please provide the number of settlements completed with Bank Real Estate Owned
(REO), vacant and/or distressed properties over the last three years.
Please explain your background and experience in the sales point range ($110,000 -
$200,000) for the last three years.
Please explain your experience with government housing programs, sales point and
programs where client income and affordability guidelines are a requirement.
Please explain your experience of working with first-time home buyers.
Please explain your experience in targeted areas (zip code 19720, 19701, 19702, 19709,
19802, 19805, 19809).
Please describe in detail any real estate designations or real estate education you have that
may help you in implementing this project.
