Professional Architectural Services
New Castle County is seeking unpriced proposals professional architectural firms to provide
wide-ranging services related to architectural design including, but not limited to,
programming, design, bidding support, and construction administration for minor projects at
various County facilities on an as-needed basis.
Interested parties are asked to submit proposals to New Castle County, Procurement Division,
New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating their
interest and qualifications. Proposals must be received by 2pm on March 27th, 2024 and must
include one (1) printed hard copy and one (1) USB drive containing an electronic version of the
proposal within a sealed envelope. The electronic submission will be considered the original,
and must replicate the printed hard copy, with all appropriate signed documents. If there are
any discrepancies between the two submissions, the original (electronic) submission is
considered the official version for purposes of evaluation. The hard copy is only reviewed if the
electronic version cannon be viewed due to a technical issue.
Delivery Method for Bid Submission Options:
- You can mail your bid submission to 87 Reads Way, New Castle, Delaware. However, it is
recommended to use a carrier that can guarantee delivery and provide tracking information
so your bid submission packet arrives at the deadline date and time.
- You can deliver your bid submission packet in person prior to the Bid Opening to the
Government Center, located at 87 Reads Way, New Castle, DE 19720 between the hours of
8 a.m. and 3:30 p.m.
You can go inside the building to the lobby area and do either of the following:
1) call a member of Administrative Services at 302-395-5965 from the Lobby
Phone or your cell phone, and have a Procurement representative meet you in the lobby and
accept your bid packet and provide a receipt, or
2) you can ask the Receptionist to contact Procurement.
Please remember on the bid opening date, your bid submission must be turned in no later than
2:00 p.m. on March 27th, 2024 to be accepted and you are welcome to attend the bid opening
meeting at that time.
Questions concerning the project should be submitted in writing via email to Frank Penta at
frank.j.penta@newcastlede.gov by end of day on March 14th, 2024.

INSTRUCTIONS FOR PROPOSAL SUBMISSION
➢ Sealed proposal envelopes must clearly display Bid# 25P-001, Professional Architectural
Services in the lower left quadrant on the front.
➢ Facsimile transmissions of proposals are unacceptable and will be rejected without any
notice to the bidding vendor.
➢ Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
➢ Proposals shall be no more than 20 single sided pages in length excluding Procurement
forms (Signature Page and Affidavit).
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

SUMMARY OF PURCHASING REQUEST
New Castle County is seeking unpriced proposals from professional architectural firms to
provide wide-ranging services related to architectural design including, but not limited to,
programming, design, bidding support, and construction administration for minor projects at
various County facilities on an as-needed basis.
OBJECTIVE
All services provided under this contract will be on an as-needed basis. Specific scopes of work
and costs will be negotiated at the time services are required. Examples of services to be
provided under this contract may include, but are not limited to, space planning, programming,
schematic design, design development, preparation of construction documents, FFE
specification, cost estimating, construction administration, and/or enhanced construction
administration.
REQUIREMENTS AND ORGANIZATION FOR PROPOSAL SUBMISSION
Please provide New Castle County with a concise presentation of your firm’s qualifications,
which includes the following information and any other specific material which you deem
important in considering your firm as the architect.
To aid in the comparative evaluation of proposals, please provide the following:
1. Name, address, phone, and fax numbers of the firm.
2. Type of organization (individual, partnership, corporation, or other).
3. Size of staff with breakdown by specialty.
4. Describe the general nature of the work in which this firm is engaged, with the
proportion developed in the public sector. Specifically, note experience with services
detailed in the general scope of work.
5. Identify the key members of your staff who may serve as project team members on
projects. Identify the general organization of your staff and the major responsibilities of
each.

6. Provide resumes of the individuals who may serve in the capacities referenced above.
7. References – Please identify and designate at least three (3) projects which the team
members have done individually or collectively within the past five years which best
represent the present skills of the project team members to coordinate and manage
various department/groups interest.
8. Describe your experience in obtaining the required permits and approvals.
GENERAL CONTRACT AND PROPOSAL INFORMATION
1. Acceptance of Proposal Content – the contents of the proposal of the successful firm
will become a part of any contract awarded as a result of these specifications.
2. Firm’s Responsibilities – the selected firm will be required to assume sole responsibility
for the complete effort as required by the RFP. The County will consider the selected
firm to be the sole point of contact with regard to contractual matters.
3. Rejection of Proposals – the County reserves the right to reject any and all proposals or
to award in whole or in part if deemed to be in the best interests of the County to do so.
The County reserves the right to extend this contract to include other County locations.
The County shall have authority to award orders or contracts to firm’s best meeting
specifications and conditions.
4. Ownership of Material – ownership of all data, material and documentation originated
and prepared for the County pursuant to this contract shall be transferred to the County
upon completion of the contract.
5. No firm may use the name of the County in any advertisement without the written
consent of New Castle County.
6. Licensing – the successful firm must comply with appropriate Delaware law to conduct
business in this State. Copies of all required licenses and certifications must be supplied
prior to the award of any contract resulting from this RFP.

9. Confidentiality – all work performed under this contract shall be considered confidential in
nature.
FUNDING OUT
The continuation of this contract is contingent upon funding appropriated by New Castle
County Council.
MULTI-AWARD
Pursuant to New Castle County Code section 2.05.502 B.8., New Castle County may multi award
this contract.
INDEMNITY
Vendor shall indemnify, defend, and hold harmless New Castle County from and against any
and all claims, demands, suits, judgments, costs, and expenses asserted by a person or persons,
including, but not limited to, agents, employees, or volunteers of vendor, by reason of death or
injury to persons, or loss or damage to property, resulting from operations or use of services,
products and/or equipment purchased hereunder, or sustained in or upon the premises of New
Castle County.
STATE OF DELAWARE BUSINESS LICENSE
Within seven (7) days from receiving a notice of award, the successful vendor shall either
furnish the County with proof of a Delaware Business Licensure or initiate the process of

CONTRACT ACCESSIBILITY
This contract shall be accessible to State agencies, political subdivisions, school districts, and
volunteer fire companies.
