Performance and/or Design Requirements:

The Florida School for the Deaf and the Blind (FSDB) is in need of increasing monitoring station capacity of the existing proprietary Honeywell EBI UL servers to ensure continued effective monitoring of fire systems for life/safety purposes and to comply with existing laws, rules, and codes. Justification for single source acquisition:

FSDB has deployed Honeywell¡¯s Enterprise Buildings Integrator (EBI) as its campus-wide UL monitoring and command and control of building fire alarm systems. EBI is a proprietary product of Honeywell Building Solutions (HBS). As such only HBS branches are certified to make modifications including expanding the license. All of buildings on campus utilize HBS fire alarm panels for occupant, safety, and security which communicate to the EBI.

The present systems were installed by factory trained Honeywell HBS technicians. Honeywell service technicians are familiar with the system¡¯s components. Our technicians have access to all Honeywell literature, technical bulletins, and system update information, as well as support from our Technical Assistance Center (TAC) and Engineering Centers. Honeywell technicians and engineers are the only persons with access to the CAE environment and to the systems software updates.

This notice is neither a request for quote nor a solicitation of offers. This is the statutorily mandated seven business day advertisement of an intended single source procurement. The Agency believes this is a single source procurement; however, vendors that feel they can fulfill this procurement should provide information regarding their ability to supply the commodities or contractual services described within the seven business day advertising period by contacting the listed Primary Contact. A determination by the Agency not to complete this procurement based on responses to this notice is solely within the discretion of the Agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Failure to file a protest within the time prescribed in ¡×120.57(3), Florida Statutes, or failure to file a bond or other security within the time allowed for filing a bond, shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.

Questions submitted to FSDB shall not constitute formal protest. Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the agency, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the agency shall provide notice of its intended decision to enter a single-source purchase contract in the manner specified in ¡×120.57(3), FS.
