REQUEST FOR PROPOSAL
FOR
CONSULTING SERVICES FOR
HAZARD MITIGATION ASSISTANCE (HMA) APPLICATION DEVELOPMENT
AND GRANT MANAGEMENT SERVICES
1.1 Background
Jefferson Parish is located in Southeastern Louisiana and has a current population of
over 400,000 residents. It is situated among various swamps, bayous, canals, and more
specifically the Gulf of Mexico, Lake Pontchartrain, and the Mississippi River, exposing
our residents’ home and businesses to flooding due to catastrophic rain events or levee
breach. Major highways and railroads run through Jefferson Parish, making for a large
volume of commercial and private motor vehicle traffic traveling through the Jefferson
Parish on a daily basis. Emergencies or disasters could, individually or in combination,
cause emergency conditions in Jefferson Parish. These emergencies can vary in scope
and intensity, from a small local incident with minimal damage to a multi-parish or state-
wide disaster with extensive devastation and loss of life.
The Federal Emergency Management Agency (FEMA) through its Hazard Mitigation
Assistance (HMA) programs including but not limited to the Hazard Mitigation Grant
Program (HMGP), Building Resilient Infrastructure in Communities (BRIC), and Flood
Mitigation Assistance (FMA) which provide assistance to States and local governments
so that communities can mitigate future losses from major disasters or emergencies.
Documentation and guidelines must be followed in order to receive and implement grant
funding for the successful recovery of our Parish.
Jefferson Parish has been allocated funding from the Governor’s Office of Homeland
Security and Emergency Preparedness (GOHSEP) for Hurricane Ida (DR-4611),
Hurricane Zeta (DR-4577), and Hurricane Laura (DR-4559), and intends to submit
applications to GOHSEP/FEMA for funding in these and future disasters and other
competitive application cycles through BRIC and FMA for infrastructure/utility retrofits,
community flood mitigation, coastal restoration and other innovative concepts to make
Jefferson Parish a safer place against future disasters.
1.2 Purpose
The purpose of this Request for Proposal (RFP) is to obtain competitive proposals as
allowed by Jefferson Parish Code of Ordinances Section 2-895 et. seq. from bona fide,
qualified Proposers who are interested in providing Scope of Work as defined in Part II
hereof. By submitting a proposal, Proposer agrees to comply with all provisions of
Louisiana law as well as compliance with the Jefferson Parish Code of Ordinances,
Louisiana Code of Ethics, applicable Jefferson Parish ethical standards and Jefferson
Parish (hereinafter sometimes referred to as the “Parish”) standard terms and conditions
as adopted by Jefferson Parish Council Resolution.

1.3 Goals and Objectives
The Jefferson Parish Floodplain Management and Hazard Mitigation Department desires
to obtain proposals from qualified firms with a minimum experience of eight (8) years in
FEMA Hazard Mitigation Assistance (HMA) Programs grant writing and funding
reimbursements to successfully obtain approvals and reimbursements for expenditures
related to federally funded HMA applications. Proposers must possess extensive
knowledge in federal and state requirements for applications and reimbursement from
GOHSEP/FEMA and must develop close out documentation. Proposers must consult
with Parish officials and prepare documentation and applications as required. Proposers
must provide the broad-based support services designated to help maximize federal
funding, expedite the process and retain funds during the closeout process.
1.4 Proposer Minimum Requirements
Proposer Requirements: Firm must be experienced at providing services similar in nature
and complexity to the project outlined in this Request for Proposal; and meet the
following criteria:
a. Possess extensive knowledge of federal and state requirements and
guidelines including, but not limited to 2 CFR 200 et seq. and the
FEMA Hazard Mitigation Assistance Guidance including but not limited
to Benefit Cost Analysis for complex infrastructure projects
b. Possess extensive knowledge of federal and state reimbursement
policies and procedures.
c. Possess extensive knowledge of federal and state close-out
procedures.
d. Firm must have a minimum of 8 years’ experience in providing the
Scope of Services outlined in this Request for Proposal.

Proposers must provide a minimum of three (3) references (governmental and/or private),
for whom equal or larger scope of services are either currently being provided or have
been provided in the past two years. Contact person(s), addresses and telephone
