SPECIFICATIONS
VERTICAL SHAFT HYPERBOLIC MIXER/AERATOR
JEFFERSON PARISH
DEPARTMENT OF SEWERAGE
HARVEY TREATMENT PLANT
PART 1 GENERAL:
A. Bidder shall supply a package containing: two (2) Hyper Classic – Mixer/Aerators
HCMA/2500-28-15hp, or approved equal, with two (2) support cages, ballasted, self-supporting,
(1) shaft clamp, one (1) control system, and three (3) 6-inch butterfly valves. The package shall
be provided by the authorized factory representative for Jefferson Parish, Louisiana, and for the
brand being offered. Any bids submitted for manufacturers, other than that as specified, must
include in their bid all information needed to fully demonstrate complete compliance with
requirements of these specifications. It is the bidder’s responsibility to provide adequate
information necessary for the complete evaluation of their proposed equipment. Jefferson Parish
reserves the reject any bids that are incomplete or do not demonstrate that they are equal to the
requirements of these specifications. Jefferson Parish shall be the sole judge as to the equality of
any alternate manufacturer’s offering.
1. All equipment included in these specifications shall be furnished by or through a single
mixer/aerator equipment manufacturer who shall be responsible for the design,
coordination, testing and the satisfactory performance of all the components.
2. Verify at the site the dimensions of adjoining items of work before fabrication of items
herein specified. Field measurements shall be taken at the site to insure proper fitting of all
items.
B. Qualifications:
1. The mixer/aerators shall be a product of a manufacturer experienced in the design and
fabrication of equipment of this type.
C. Services of Manufacturer’s Representative:
1. Provide services of a manufacturer’s factory representative, specifically trained on type of
equipment specified.
a. Installation: Assist in installation and leveling of mixer/aerator and in coordinating
electrical connections or any other miscellaneous coordination: 1 Person-days for each unit
(non-consecutive)

b. Start-up and acceptance testing: 6 Person-days (non-consecutive)
c. Operation and maintenance (O&M) instructions: 1 Person-day.
2. If there are difficulties in the operation of the equipment due to the manufacturer’s design
or fabrication, additional service shall be provided at no additional cost to Jefferson Parish.
1.0 WARRANTY:
A. The manufacturer of the mixer/aerator package shall warrant that all equipment supplied shall be
free from defects in material and workmanship and that it will replace or repair, F.O.B, its factory
or repair facility authorized by the manufacturer, any part or parts returned to it, which
examination shows to have failed under normal use and service by the user within 12 months after
the startup or 18 months after shipment, whichever is sooner.
B. Warranties and guarantees by the suppliers of various components in lieu of a single source
responsibility by the aerator/mixer manufacturer will not be accepted. The aerator/mixer package
manufacturer shall be solely responsible for the warranty of the equipment and all related
components.
C. In the event a component fails to perform as specified or is proven defective in service during the
warranty period, excluding items of supply normally expended during operation, the aerator/mixer
manufacturer shall remove the faulty equipment from the aeration tank, provide a replacement
part, install, test and calibrate the replacement equipment, all without cost to Jefferson Parish.
D. Mixer/Aerator bidder must be listed as a factory authorized service center, for the brand they are
bidding and be capable of completely servicing the proposed Mixer/Aerator package within one
(1) hour travel time of the project site. The Mixer/Aerator bidder must own and operate a direct
factory service center and stocking facility capable of completely servicing and suppling spare
parts for the proposed item within one (1) hour of the project site.
PART 2 - PRODUCTS:
2.1 MANUFACTURERS:
1. Provide vertical shaft hyperbolic mixer/aerator package as manufactured by Invent
Environmental Technologies, Inc., or approved equal.

2.2 DESIGN CONDITIONS:

A. Furnish two (2) hyperbolic mixer/aerators in a cage which shall be standard equipment provided
with all the necessary accessories. The equipment shall be capable of completely mixing the
basin in which it is installed, maintaining homogeneously mixed liquid solids in suspension
without introduction of air. Additionally, the equipment shall be capable of introducing air in
the basin providing the oxygen transfer required in these design conditions. There shall be no
dead zones present in the basin, and uniform dissolved oxygen levels shall be maintained
throughout the zones of the basin.
B. Equipment furnished shall be designed for a marine environment in which the equipment is
exposed to the atmosphere. The equipment shall be designed for operation in hot humid
atmosphere and sub freezing temperatures, and shall be designed to operate continuously,
24 hours per day, 365 days per year.
C. Mixer/aerator shall operate independently from other mixer/aerators. The mixer/aerator shall be
variable speed unit designed to operate continuously.
D. The hyperbolic mixer/aerators shall be designed for the tank dimensions and water surface
(peak, average, and minimum) elevations.
E. A Manufacturer will have the capability to perform a factory SOTR test on the equipment and
will include testing for one unit at the maximum design capacity. Performance tests shall be
conducted using clean water, in a circular test tank of at least 30ft. in diameter. All testing shall
be performed according to the standard ASCE/EWRI2-06 using the pure oxygen desortption
method. Factory testing may be witnessed (travel costs not to be included).

2.3 DETAILS OF CONSTRUCTION:
A. Mixer Design and Construction:
1. General:
a. Each mixer/aerator assembly shall be a hyperboloid impeller type mixer/aerator with a
dry installed heavy duty gear drive and a separate ring sparger to provide supplemental
air. The mixer/aerators shall be designed to provide complete suspension of solids in
the tank, to re-suspend heavy material on the tank bottom and to re-entrain foam from
the surface. The shear ribs in the mixer body shall be capable of dispersing the air into
fine bubbles while handling solids, fibrous materials, and heavy sludge. The shear ribs
will be an integral part of the mixer body for smooth mixing flow acceleration and to
minimize catch points for rags and debris. Welded or tacked fins will not be accepted.
b. Mixer/aerators shall be designed as a vertical shaft mixer/aerator, with a dry installed
motor. The mixer/aerator shall not generate any upward forces on the bridge
construction.
