FIRE PUMP TESTS, STAND PIPE TESTS AND FIRE SPRINKLER INSPECTIONS
Section 1.0 – Site Visit:
All prospective bidders can schedule a site visit by contacting Shayne Perez with the
Department of General Services between 8:00 a.m. to 3:00 p.m., Monday Thru Friday.

Section 2.0 - Scope:
We extend this proposal to provide labor, materials, delivery, equipment, and all other
incidentals necessary to provide a three (3) year contract to perform required annual tests for
the following items at various Jefferson Parish Buildings, for the Department of General
Services:
Electric fire pump test
Stand pipe test
Fire sprinkler system inspection
Section 3.0 – License:
3.1 Louisiana State Contractor’s License:
A Louisiana State Contractor’s License will be required by LSA R.S. 37-2150 et. seq., and such
license number must be entered in the appropriate field in the electronic procurement system.
Failure to comply will cause the bid to be rejected.

Section 4.0 - Surety Bond:
An Electronic bid bond will be required with bid submission in the amount of 5% of the
total bid.
Section 5.0 – Quantities/Inspection:
Bidders will be allowed to visit all sites listed in Section 6.0 of these specifications to perform
their own inspections to determine the proper quantities of labor hours, equipment, etc.
required for this bid.

Section 6.0 – Locations and Work Hours:
The below chart indicates the name and locations of facilities with systems to be tested, what
tests are required and working hours for test to be conducted.
Normal Working Hours: Monday thru Friday 7:00 a.m. until 4:00 p.m.
After Working Hours: Friday 5:00 p.m. until Monday 6:00 a.m.

Section 7.0 – Bid Specifications:
A.) ELECTRIC FIRE PUMP TESTS and STAND PIPE TESTS ONLY
The following shall be performed at each location FOR every test:
Test shall be performed once annually per building listed in these specifications.
Inspect motor for proper alignment.
Align motor as needed.
Inspect pump for proper alignment.
Align pump as needed.
Inspect the operation of the casing relief valve on the main fire pump and jockey
pump.
Inspect pressure relief valve on the main fire pump and jockey pump.
Replace pump packing.
Inspect motor bearing. Grease as needed.
Inspect pump bearing. Grease as needed.
Inspect the operation and settings of the jockey pump. Operation and settings shall
be as per the building design criteria.
Inspect pressure setting on pump and adjust as needed. Operation and settings
shall be as per the building design criteria.
Record suction, discharge, and net pressures for at least five (5) different flow rates.
20, 40, 60, and 80 percent flow rate.
Record voltage and amperage readings at each flow rate.
Flow water through the roof stand pipe to verify that the required design flow rate
per system is achieved. Flow rate shall be based on original building design criteria.
Within five (5) business days of each test the successful bidder shall provide the
following to the requesting department:
1. A list of all deficiencies found on each system and a cost to repair each item.
2. A record of all readings taken during the pump test with a graph chart
showing the performance curve
3. A detailed list identifying all deficiencies found at the time of the inspection
4. A report listing all necessary improvements and repairs to maintain the
system at or above code requirements.
Provide a second inspection at no cost for any system deficiencies found after
repairs have been performed.
Once the final inspection is performed (If Applicable-After deficiencies have been
completed) the successful bidder shall green tag the system.

Section 7.0 – Bid Specifications Continued:
B.) FIRE SPRINKLER INSPECTIONS ONLY
The following shall be performed at each location FOR every test:
Test shall be performed once annually per building listed in these specifications.
Perform a visual inspection of the sprinkler riser. Verify all valves, gauges, and related
components are in proper position and in proper working order. A physical walk-
through of the entire facility shall be conducted to ensure fire sprinkler coverage and
existing application conform to NFPA 13-Standard for the Installation of Sprinkler
Systems.
Test available water supply for proper water pressure as per NFPA 72 National Fire
Alarm and Signaling Code® guidelines.
Flow water from the inspector’s test to ensure flow switches activate alarm.
Test all alarm devices for proper operation which are part of the fire sprinkler system,
(i.e., tamper switches, pressure switches, pre-action systems, etc.).
If applicable:
o Check the operation of the water gong.
o Clean external and internal obstructions.
o Lubricate and adjust the timing for proper operation.
Perform a drain test.
Provide a typed report to owner within three (3) business days of each test detailing all
deficiencies identified at the time of the inspection, report shall include a list of
necessary improvements and repairs to maintain the system at or above code
requirements.
Provide a second inspection at no cost for any system deficiencies found after repairs
have been performed.
Test all pre-action systems. Test will include, but are not limited to all devices, panels,
and releasing valves, etc. The system shall meet all NFPA guidelines for testing and
servicing of pre-action systems.
Section 8.0 – Invoicing:
The Successful bidder shall submit an individual invoice for each location serviced under this
contract to the requesting department. Department contact name, office phone numbers, and
address will be provided at the issuance of the “Notice to Proceed”.
Section 9.0 – Start of Work Conference and Notice to Proceed:
A “Start of Work Conference” shall be held between the successful bidder and the
owner before any work commences.
No work shall be performed or materials ordered until the successful bidder receives a
written “Notice to Proceed” or purchase order from the requesting department.
