I. Introduction
The City of Bangor requests bids to furnish and deliver two (2) heavy-duty, 4WD,
articulating, oscillating rubber-tired or tracked, diesel-powered sidewalk tractor, FOB
destination to the Fleet Maintenance Facility, 481 Maine Avenue, Bangor, Maine.
The unit will be used for plowing and snow-blowing sidewalks and summer work.
II. General Information
Available on the City’s website at the following web address:
www.bangormaine.gov/proposals. By submitting a response to this solicitation, the
Proposer accepts the responsibility for downloading, reading, and bidding by the
terms and conditions set forth in the City’s “General Information for Vendors”.
In your proposal, please specify whether you currently have or are in the process of
developing a domestic violence policy. If you do not have such a policy, let us know
if you would like to receive a copy of the City of Bangor's policy as a reference.
III. Submission
For consideration, submit the Proposal Bid Form in an envelope marked "Proposal
No. P24-15: (2) Sidewalk Tractors" by 2:00 P.M. on [November 15, 2023 to the
Purchasing Department at City Hall, 73 Harlow Street, Bangor, Maine 04401.
Proposals may also be submitted via email by sending to: bids@bangormaine.gov. If
emailing the proposal, please reference “Proposal No. P24-15: (2) Sidewalk
Tractors” in the subject line. Proposals will be publicly opened at the time stated
above in Council Chambers, 3rd floor of Bangor City Hall, 73 Harlow Street, Bangor,
Maine.
A tabulation of all received Proposals will be posted on the City's website by 4:30
P.M. on the opening date. Visit www.bangormaine.gov/bidtabs for results.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than
4:30 P.M., Friday, November 3, 2023.

The City will provide a response by 4:30 P.M. on Tuesday, November 7, 2023. This
response will be in the form of an addendum, accessible on the City's website.
Notifications will be sent to the Registered Vendor List when new addenda are
released. To receive these updates, the City strongly encourages all potential
bidders to register as vendors at www.bangormaine.gov/vendorregistration.
V. Late Proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient
time to be received by the Purchasing Department before the submittal deadline.
Any proposal, portion of a proposal, or requested proposal revision received at the
City Purchasing Department after the time and date specified, will be returned to the
Proposer unopened.
VI. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the
date of opening. All proposals shall be subject to acceptance by the City during this
period.
To withdraw a proposal prior to the opening, the Proposer shall request the
withdrawal in writing. All costs associated with the withdrawal (i.e. mailing fees) will
be borne by the Proposer.
VII. Rejection
The City reserves the right to reject any proposals, waive any informalities or defects
in proposals, or accept a higher cost proposal if it is deemed to be in the best
interest of the City. The City also reserves the right to clarify with the successful
proposer.
VIII. Information for Proposers
A. All Federal and State taxes must be excluded from the proposal price. Upon
request, a tax exemption certificate for the City of Bangor shall be furnished to
the successful Proposer.
B. The Bid Form, and Section X: pages four (4) through ten (10) must be
completed and returned for a proposal to be considered. A manufacturer's
brochure must also be included with the bid submission.
C. Proposers are required to maintain the following insurance policies throughout
the life of the project and name the City of Bangor as an additional insured
where applicable:

D. In Section X. Specifications, a space is provided for the Proposer to answer
whether they comply with the referenced section. Any variation from the
requested specification must be noted in the Vendor Specifications column.
IX. Award
The bid award will be based on the following:
A. Qualifications of and/or prior history with the Proposer and equipment (if there is
no history with Proposer, references may be requested),
B. Availability of equipment and parts, and
C. Cost.
X. Specifications
The equipment requested must be new, unused, and the manufacturer’s current
year production model or unsold previous year model. It shall be complete as
nationally advertised. The complete unit must be designed for severe-duty winter
weather conditions, as well as for hot weather conditions. This unit must have a
quick-connect snow plow blade attached at the front, which may also be used for
carrying a snow blower, hydraulic sander, and a power angle broom.
The equipment must be thoroughly inspected, serviced, and ready for use upon
delivery.
To ensure that only those tractors that are of sufficient power, are not too large for
operating on municipal sidewalks, and qualify as market-proven commercial
production vehicles, the following mandatory specifications have been established.
Bids will be rejected if the first five mandatory specifications are not met.
A. Two (2) four-wheel drive articulating, oscillating, rubber-tired or tracked, diesel-
powered multi-purpose tractors, designed for year-round work, utilizing various
attachments shall be supplied.
B. Tractors shall be no wider than 50½”, including fenders and no higher than 80”
to the top of the roof.
C. The engine shall be a water-cooled diesel with at least 74 hp @ 2,500 rpm and
producing torque of 224 lbs-ft @ 1,600 rpm.
D. Tractors shall have sufficient hydraulic capability to power manufacturer's own
hydraulically driven angle sweeper, cold planer, 14’ wide rotary mower, etc.

E. Tractors shall have a mechanically driven front Power Take Off (PTO).
F. Tractors shall have metal fenders, engine covers and body panels.

4WD, rubber-tired or tracked, articulating, oscillating tractors. Trackless Series MT7
or Prinoth SW 50 or equal alternate that meets or exceeds the specifications on the
following pages.
