I. Introduction
The City of Bangor International Airport (BGR) is requesting proposals from qualified
firms to provide fire suppression and system inspection services to the twenty-two (22)
buildings at BGR, as well as any additional systems added during the contract period.
A full report of each inspection would be required, including field checklists and notes
on any deficiencies. The duration of this contract will be three (3) years, with an option
to renew for three (3) additional one (1) year periods.
II. General Information
Available on the City’s website at the following web address:
www.bangormaine.gov/proposals. By submitting a response to this solicitation, the
Proposer accepts the responsibility for downloading, reading, and bidding by the terms
and conditions set forth in the City’s “General Information for Vendors”.
In your proposal, please specify whether you currently have or are in the process of
developing a domestic violence policy. If you do not have such a policy, let us know if
you would like to receive a copy of the City of Bangor's policy as a reference.
III. Submission
For consideration, submit the Proposal Bid Form in an envelope marked "Proposal
No. P24-19: BGR – Fire Suppression and Systems Inspection Services" by 2:00
P.M. on Wednesday, December 27, 2023, to the Purchasing Department at City Hall,
73 Harlow Street, Bangor, Maine 04401.
Proposals may also be submitted via email by sending them to:
bids@bangormaine.gov. If emailing the proposal, please reference “Proposal No. P24-
19: BGR – Fire Suppression and Systems Inspection Services” in the subject line.
Proposals will be publicly opened at the time stated above in Council Chambers, 3rd
floor of Bangor City Hall, 73 Harlow Street, Bangor, Maine.

A tabulation of all received Proposals will be posted on the City's website by 4:30 P.M.
on the opening date. Visit www.bangormaine.gov/bidtabs for results.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30
P.M., Friday, December 8, 2023.
The City will provide a response by 4:30 P.M. on Friday, December 15, 2023. This
response will be in the form of an addendum, accessible on the City's website.
Notifications will be sent to the Registered Vendor List when new addenda are
released. To receive these updates, the City strongly encourages all potential bidders
to register as vendors at www.bangormaine.gov/vendorregistration.
V. Late Proposals
It is the responsibility of the Proposer(s) to see that their proposals have sufficient time
to be received by the Purchasing Department before the submittal deadline. Any
proposal, portion of a proposal, or requested proposal revision received at the City
Purchasing Department after the time and date specified, will be returned to the
Proposer unopened.
VI. Withdrawal of Proposals
No Proposer may withdraw their proposal for a period of ninety (90) days from the date
of opening. All proposals shall be subject to acceptance by the City during this period.
To withdraw a proposal prior to the opening, the Proposer shall request the withdrawal
in writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne by
the Proposer.
VII. Rejection
The City reserves the right to reject any proposals, waive any informalities or defects in
proposals, or accept a higher cost proposal if it is deemed to be in the best interest of
the City. The City also reserves the right to clarify with the successful proposer.
VIII. Information for Proposers
A. All Federal and State taxes must be excluded from the proposal price. Upon
request, a tax exemption certificate for the City of Bangor shall be furnished to the
successful Proposer.
B. The Bid Form, included with this request must be completed and returned for a
proposal to be considered.

C. Proposers are required to maintain the following insurance policies throughout the
life of the project and name the City of Bangor as an additional insured where
applicable:
1. Worker’s Compensation Insurance
2. Employer’s Liability Insurance
3. Comprehensive Automobile Liability
4. Commercial & General Liability
5. Professional Liability (Errors & Omissions)

IX. Scope of Services
A. The Proposer shall provide complete services for the inspection and testing of fire
suppression systems, which include foam suppression, wet and dry sprinkler
systems, and associated alarm systems.
B. The Proposer shall identify all repairs and deficiencies as a result of the testing.
Summarize these items in a report along with the problem, action taken or required
to be taken, and recommendations to remedy the condition.
C. Upon completion of repairs, inspection, testing, and re-certification of the repaired
system is required.
D. The Proposer shall maintain records of equipment and testing and submit
certificates and reports.
E. The Proposer shall maintain a database of suppression system components and
results of testing.
F. The Proposer shall perform a one-time, full re-packing of the fire pumps located at
Building 463, and the 600 area during the first contract year.
G. The Proposer shall perform a one-time, full re-packing of the fire pump located at
Hangar 115 during the second contract year.
H. The Proposer shall perform a one-time, full re-packing of the fire pump located at
Hangar 252 during the third contract year.
X. Systems and Hardware
The following is a listing of the buildings where fire suppression systems are located,
the type of systems and hardware, as well as testing frequency.

XI. Testing Frequency
A. The following shall be tested Quarterly:

2. Updated riser tags, and
3. Start and run at each fire pump.

B. The following shall be tested Annually:
1. Riser trip test of all dry/pre-action valves,
2. Full flow fire pump test with pump curve reports, and
3. Foam Concentrate Viability testing of four (4) Foam Systems. Samples from
the foam concentrate only will need to be sent out to a testing laboratory.
