Department of Public Safety Emergency Communication Networks (DPS-ECN) is seeking a qualified contractor to (in consultation with DPS-ECN) serve as the exercise planner in a mock hazardous materials rail incident exercise in Northern Minnesota. The selected vendor will work as exercise planner to plan, coordinate, and engage with participants to prepare for incidents of this nature. The selected vendor will support the training of first responders by creating a training plan and providing training materials. The selected vendor will support DPS-ECN in managing event logistics. The selected vendor will produce an After-Action Report, a Best Practices document, and a template for Mock Hazmat Rail Incident exercises to be shared with agencies. In addition, the selected vendor will provide pre-event and post-event deliverables.
There is an emerging need for communities across the state of Minnesota to be prepared for rail incidents, particularly in remote or underserved communities. DPS-ECN will engage Northern Minnesota Tribal nations, addressing a need to engage Indian Tribes in rail incident response preparedness. The number of participants in the exercise is estimated at 100.
This project will enhance interoperable communication capabilities throughout the state through the following activities:
- Support the training of first responders for hazardous materials rail incident preparedness.
- Engage Indian Tribes in the response to rail incidents.
The exercise will be held on two days:
- Wednesday, June 5, 2024, beginning at 9:00 AM
- Thursday, June 6, 2024, ending at 3:00 PM
The selected vendor is expected to be present on site for the duration of the event supporting training, logistics, and all aspects of the event.
