DESCRIPTION OF PROJECT AND NATURE OF RFQ
30. Project Description.
The City of Durham’s Stormwater Division of the Public Works Department is seeking professional services to perform evaluations of sites
within Durham County for one or more algal floway systems in the Falls Lake watershed. Site evaluations for this project will include
environmental assessment and engineering analysis steps, so that the City of Durham may proceed with constructing one or more algal
floway system(s). The project will assess sites located in Durham County including those identified in a previous contract and newly
identified sites within the County. This project will include developing a schedule of steps and an estimated timeline for the design,
permitting, and construction of an algal floway on the most suitable site(s) available in Durham County. This project will also include a
public communication component that involves organizing and facilitating public meetings with residents, developing an online survey for
residents, and developing project information brochures. This project is anticipated to occur during a two-year period.
Falls Lake is currently impacted by nutrient pollution. The State adopted the Falls Lake Nutrient Management Strategy, also known as the
Falls Lake Rules, to reduce nutrient pollution entering the lake. The City of Durham, along with other stakeholders in the Falls Lake
watershed, are required to reduce the levels of nutrients in Falls Lake. The Falls Lake Rules require significant reductions in nutrient
pollution delivered to the lake. Nitrogen levels must be decreased by 40% and phosphorus levels must be decreased by 77%. The City of
Durham is required to treat stormwater runoff to meet the Falls Lake Rules.
An algal floway is an engineered treatment system that removes nutrients from polluted waterbodies. Water is continuously pumped
from a lake or river across the floway (a large, sloped pad) which allows naturally-occurring algae to grow on the floway. The algae
remove nitrogen and phosphorus from the source water, and the “treated” or cleaner water is returned to the original waterbody. Algal
floways can vary in size depending on how much water needs to be treated. The algae are harvested regularly to remove nitrogen and
phosphorus pollution. Harvesting the algae allows new algae to grow on the floway and continue the process of removing nutrients from
the polluted water.

In 2011, the Public Works Department began looking into new ways to remove nutrients from streams and lakes by investigating the use
of an algal floway treatment system called an Algal Turf Scrubber® (ATS™). The Public Works Department conducted a feasibility study
and a pilot study to evaluate the algal floway system. In 2018, the Public Works Department performed a site selection study to evaluate
locations to construct an algal floway and also to perform a preliminary engineering evaluation of an algal floway system. Previous phases

40. Scope of Work.
The City is soliciting a person or firm to provide the following.
40.1. Evaluation of sites suitable for an algal floway within Durham County and the Falls Lake Watershed.
The contractor is anticipated to evaluate sites for constructing an algal floway located in Durham County that drains to Falls Lake. The
contractor is anticipated to:
A. Perform desktop and evaluations of sites for an algal floway. The algal floway will ideally treat between 3 million gallons per day
(MGD) to 10 MGD, which requires approximately 1.5 to 4 acres of land for the floway. The sites will be evaluated for an existing
suite of parameters including suitable water quality, water quantity, topography, acreage, and ownership and accessibility for
operation.
o The desktop search and evaluation will utilize geographic information system (GIS) mapping software to assist with
prioritizing sites for field evaluation.
i. The contractor will request GIS data from the City of Durham’s Public Works Geographic and Business
Information Systems Group, Durham Open Data, NC OneMap, US Fish and Wildlife Services, NC Department
of Environmental Quality (NCDEQ), Natural Resources Conservation Service, and other sources.
o Summarize available streamflow, water quality, and lake elevation data near the sites being evaluated. This may
include utilizing the following:
i. Existing City of Durham water quality data stored in the City’s Water Quality Data Web Portal.
ii. Other water quality data sources found online will include US Geological Survey (USGS) water quality and
stream discharge data, Upper Neuse River Basin Association (UNRBA) water quality data, and NCDEQ water
quality data.
iii. Existing City of Durham and USGS water quality data for the Little River Reservoir and Lake Michie.
B. Rank sites using existing site evaluation criteria.
o Conduct field visits at up to 20 sites to collect site details to be used for the site ranking process.
o Sites identified in Task 40.1A will be evaluated using existing criteria. The contractor will include equity and
environmental justice criteria in the site evaluation process consistent with equity scoring criteria for the City’s Capital
Improvement Program projects.
o Rank sites in a scoring matrix with all criteria and associated scores listed.
o Identify the site(s) that is/are most suitable for the project.
C. Contact landowner(s) of the most suitable site(s) for the project to determine if the landowner(s) is/are willing to sell their
property.
o Different methods of communication should be exhausted to establish contact with the landowner and confirm
whether the landowner is interested in selling their property to the City. Methods of communication should be
documented where possible (e.g., registered mail to document delivery and receipt of letters to property owners.)
o The contractor will coordinate permission with the landowner(s) to access the property.
D. Recommend which site(s) should be evaluated in Task 40.2, environmental assessment and engineering analysis.
o Develop conceptual layouts for each site, showing approximate dimensions of a potential algal floway system, along
with intake and outlet pipes, pumps, driveways, stormwater control measures, and other site features.
o Provide an interim memo of the site recommendations.
o Hold a meeting with City staff to present the results of the site evaluation process and the recommended site(s) to
advance to the environmental assessment and engineering analysis steps.
40.2. Environmental assessment of the site(s) selected for potential construction of an algal floway.
The contractor is anticipated to complete field evaluations at selected sites for the following:
A. Identify onsite stream and wetland features for potential protective buffers. This task requires staff with experience in
determining stream and wetland features.
B. Evaluate and identify habitat for federal and state-listed protected species (i.e., threatened and endangered species).
C. Review records of historical and cultural resources identified on the selected sites.
D. Prepare an environmental due diligence report for the site(s) selected for an algal floway.
E. Conduct a Phase I Environmental Site Assessment and prepare a report.
