DESCRIPTION OF PROJECT AND NATURE OF RFP
30. Project
The City of Durham entered into an agreement with Duke University to install fiber optic cables along the public
streets for the benefit of the City and other interest of the North Carolina Triangle region. Use of the fiber
network will allow the City to increase the City’s broadband capabilities and allowing the City to provide cost-
effective, centralized network services to City facilities as well as partner facilities such as the Durham Housing
Authority.
Duke University is currently constructing dark fiber to the City facilities underground including fiber for the
backbone and the spurs. Vendors have been engaged to construct the last mile fiber connection from the fiber
spurs to the City facilities. A vendor has also completed a network design for the Metropolitan Area Network
(MAN) utilizing the fiber optic network. The purpose of this RFP is to select a vendor to implement the design of
the MAN and migrate the City’s network from the current ISP-provided MAN to the City-owned MAN to facilitate
the transmission of data, voice, and video to the City’s data centers based on best practice network
methodology.
As the network supports all City business and supports the City’s residents in providing public safety, utilities,
and communication, it is critical that the implementation be conducted in a manner which minimizes disruption
to the network and provides maximum value and sustainability in the operational environment to allow for the
expected resilience, scalability, and performance aligned to the City’s current and future needs.
Background: The City of Durham has approximately 2,500 full-time employees working in 25 Departments in 80
locations in the Durham, NC area. The largest Departments are Police, Fire, Water Management, Solid Waste,
Public Works, Neighborhood Improvement Services, Parks & Recreation and General Services. The City currently

relies on a Metropolitan Area Network provided by a telecommunication service provider (Spectrum) to provide
network connectivity to the City’s locations.
The Metropolitan Area Network connects the City facilities to the City’s primary data center, located at City Hall
(101 City Hall Plaza) and the secondary data center, center located at the Police Department Headquarters (602
East Main Street). The data centers provide connectivity via Internet Service Providers to the cloud.
40. Scope of Work
The City is soliciting an organization to provide implementation services of the City’s Metropolitan Area Fiber
Network according to the City’s Metropolitan Area Network Design. The expected outcome of the
implementation of the City’s Metropolitan Area Network design is a fully operational, tested fiber network
which the selected implementation vendor will transition to the City’s managed services provider for ongoing
operational support.
Network Design Overview
The proposed DWDM network has been designed to meet the services requirements requested by The City of
Durham. The solution chosen will be implemented with help of Cisco NCS2000 platform.
The City of Durham DWDM network will be set up over the dark fiber network and wherever possible and
required, each path will follow a disjointed route to provide service restoration in the event of a fiber break. It
must be understood that this configuration relies heavily on the accuracy of span loss performance data
provided to the design team during the design phase. Should the span loss data be inaccurate or change
significantly prior to deployment, it is possible that some services may not work as configured, and/or could
require possible hardware changes to rectify fiber performance limitations.
The network consists of four logical nodes using 40-SMR1C and 40-SMR2C ROADMs with amplification
functions and transponder cards for client services. Integrated amplification in the ROADM and amplifier cards
provide high power amplification with a very low effective noise figure. Additionally, the system uses relatively
low launch power that minimizes nonlinear optical degradations, which can impact 10G transmission rates.
At a high level, the NCS2000 Network for The City of Durham includes the following:
The City of Durham DWDM network is specified to carry 10G channels for the day one configuration of
the network.
The solution will be deployed with software version 11.x.
The network solution is designed for the services with details supplied in Network Services section.
The solutions follow the design as specified by the Cisco Transport Planner CTP on card slot
assignment for each node.
The fiber info and respective span losses details are recorded in the section of Fiber Characteristics.
To request a copy of the City’s Fiber Metropolitan Area Network Design, please contact the project manager
identified in Section 20 and provide your contact information including email address and legal company name.
A nondisclosure agreement (NDA) will be provided which must be signed and notarized before the project
manager provides the City’s Fiber Metropolitan Area Network Design. A sample of the NDA is available in
Appendix B.
Scope of Services
1. The contractor will be required to provide comprehensive services to complete the entire process of
the implementation of the Metro Area Network per the specified design. These services will include
planning, staging, scheduling, reporting, documentation updates, communication and coordination
with other parties involved in the overall project. The selected contractors must be willing to work in a
cooperative manner with the City of Durham staff and other parties working on behalf of City of
Durham.

2. The scope of this project will include the implementation of the DWDM core, installing new
equipment, making all necessary interconnections, and then verifying that the DWDM core network is
fully functional.
3. Scope of this project also includes the migration from the existing third-party provided network at the
City’s facilities to the fiber network. Network design includes site survey results, templates,
configuration templates, installation procedures, and installation diagrams. The contractor will ensure
that the new network is fully functional, implemented according to the design, and operational.
4. The Cisco Catalyst switches currently connecting the Metro Ethernet locations are managed by EPlus,
the City’s managed services provider. The selected City Fiber Optic MAN Design implementor will
closely coordinate with the City’s Managed Services Manager on any changes/cutover activities. This
would include the installation of any SFP+ single mode modules that may need to be installed in the
switches to support the fiber network.
5. Any changes that deviate from the design are not authorized without review and approval by City of
Durham’s Chief Technology Officer. For approved changes, the contractor will document any changes
to the design by providing an as-built diagram indicating the variation from the design.
6. The contractor will be expected to provide experienced and certified staff with adequate expertise in
project management, optical networking, routing, and switching technologies to comply with the
implementation standards required by the City of Durham.
50. Compensation Amount and Schedule
Compensation for services proposed in this RFP should be based on the completion of milestones or deliverables
which must be described in the RFP response.

or "Bid" is the response of a person, firm, or corporation proposing to provide the services sought by this RFP.
(d) The word “Candidate” or “candidate” is the person, firm, or corporation that submits a proposal or that is
