MILLING AND PAVING DRIVEWAYS AT THE
JUSTICE SERVICES CENTER
IFB No. 24-029
Bids will be received by the County of Durham Purchasing Division of Finance, 201 East Main Street, 7th
Floor, Room 703, Durham, North Carolina 27701, until 3:00 P.M. Eastern Time, on February 29, 2024.
The work contemplated will include milling and paving two driveways including asphalt and concrete work
at the Justice Services Center.
A Site Visit will be held on February 9, 2024, at 9:00 A. M., Eastern Time, at 326 East Main Street, Durham,
North Carolina 27701. All bidders who intend to bid are encouraged to attend.
An electronic copy of this Invitation for Bids (IFB) can be obtained from Durham County’s eBid System
located under Bid Opportunities at:
https://www.dconc.gov/countydepartments/departments-f-z/finance/bid-opportunities. Bidders can
download a copy of the solicitation and all addenda without registering in the system. However, in order to
automatically receive email notifications of solicitations and addenda issued by the Purchasing Division,
Proposers MUST register in the eBid system.

Contractors who bid must be licensed to do work in the State of North Carolina under the Act to
Regulate the Practice of General Contracting. The Contractor’s North Carolina License number shall
be designated on the outside of the envelope containing the bid.
A 5% bid security is required with each bid that equals or exceeds $300,000.00.
Bids will be evaluated and the Contract will be awarded in accordance with statutory public contract
requirements as supplemented or altered by the Minority/Women Business Enterprise Utilization
Ordinance of the County of Durham (MWBE).
Proposals are encouraged and welcome from historically underutilized businesses (HUBs).
The County reserves the right to reject any and/or all bids, waive informalities, and/or accept such
bid as appears in its judgement to be in the best interest of the County.
