Rockingham County is now accepting sealed Informal Bids for the Water Systems Improvements
Newnam Road project.
The requirements for submitting a bid are stated in this Request for Proposal. Companies
interested in submitting a proposal for providing this service may obtain detailed instructions and
specifications from the office of LKC Engineering, PLLC, 140 Aqua Shed Court, Aberdeen, NC
28315.
All proposals are due in the Rockingham County Purchasing Office, Attention Amanda Crumpler,
Governmental Center, 371 NC Hwy 65, Suite 209, Reidsville NC 27320 (mailing address: PO Box
41, Wentworth, NC 27375) or in the Engineering Conference Room (Second Floor), no later than
2:00 pm on Thursday, October 7, 2021. Proposals must be sealed.
Rockingham County invites and encourages participations in this procurement process by
minority-owned businesses, women-owned businesses and business owned by disabled persons.
Rockingham County reserves the right to reject any or all proposals submitted, to waive
technicalities and informalities in bidding, and to accept a proposal other than the lowest submitted
if such is in the best interest of the County. Minimum qualifications are required as specified in
the RFP, but any additional information is accepted as well.

Separate sealed INFORMAL BIDS for the Rockingham County Water System
Improvements Newnam Road project will be received in the Engineering Conference Room
(Second Floor) of the Rockingham County Governmental Center located at 371 NC Highway 65,
Reidsville, NC 27320, at 2:00 p.m., Thursday, October 7, 2021, then at said office to be publicly
opened and read aloud. Please note that the Governmental Center is physically located in Wentworth,
NC but receives deliveries as noted.
The scope of work includes the installation of approximately 760 LF of 12” water main to be
installed along Newnam in western Rockingham County beginning at a point near the intersection
with US Highway 220 and Bennett Farm Road. Work shall include all labor, materials and equipment
to install the proposed line and all appurtenances for a complete project. The bid shall also include
alternate pricing for a smaller 6” water main for comparison and consideration. Bids shall be
submitted with the understanding that Rockingham County may choose either alternative for
construction.
Copies may be obtained from the office of LKC Engineering, PLLC, 140 Aqua Shed Court,
Aberdeen, NC 28315. Plans, specifications and Contract Documents will be provided electronically
via email and/or Dropbox at no charge. Hard copies of the documents may be obtained by contacting
LKC Engineering.
The owner reserves the right to waive any irregularities, or to reject any or all bids.
