The University of Nebraska Medical Center (UNMC or University or University of
Nebraska) intends to procure a qualified contractor to provide pre-construction
services and construction services as the Construction Manager at Risk (CMR) for
the IDAT Training Facility. The estimated construction cost for the CMR Guaranteed
Maximum Price (GMP) is $17,000,000.00. The total estimated construction budget
including the GMP, in-house construction services and Owner’s contingency is
$21,000,000.00.

Statement of Qualifications

The SOQ shall include a one-page cover letter plus a maximum of fifteen (15) pages to address the SOQ criteria
specified in Section 3, for a maximum of sixteen (16) pages excluding Appendices. Resumes for each key team
member shall be limited to no more than one (1) page and shall be attached as Appendix A. Reference information
shall be limited to no more than one (1) page and shall be attached as Appendix B. The proposed sub-
consultant/subcontractor Selection Plan shall be concise and submitted as Appendix C. Please see additional
requirements in Section 4-Submittal Requirements in the RFQ.

4 Public Information
Bids submitted to the University are presumed to be public records. If bids contain trade secrets, academic or
scientific research work in progress and unpublished, or other proprietary or commercial information which if
released would give advantage to business competitors and serve no public purpose, it is the responsibility of the
bidder to designate such content as confidential. When bids are opened to determine a successful bidder, all bids
will be available for public inspection. Portions of bids designated by the bidder as confidential will be withheld from
public inspection. Any reasonably segregable portion of the bid that is not designated as confidential shall be
provided for public inspection after deletion of the portion or portions of the bid which may be withheld. Price terms
appearing in bids or proposals, invoices, purchase orders or other documents calling for the expenditure of public
funds may not be designated as confidential or withheld from public inspection.
A bidder shall be solely responsible for providing the defense to any challenge to a decision to withhold information
contained in a proposal, based upon bidder’s identification of the information as confidential.
A bidder must submit any confidential material, as defined above, as a “separate” and “redacted”
attachment with their response in the UNL eBid system. This attachment must be clearly

make a commitment to utilize University of Nebraska students in an internship capacity when providing the services
contemplated by this RFP. The hiring of University of Nebraska students will be based on student availability.
Students will be required to comply with all vendor’s pre-hire requirements and applicable company policies. The
selected supplier will be expected to pay student intern(s) at least the minimum wage required by law. The value
associated with providing internship opportunities to University of Nebraska students does not represent cash value
and should not be interpreted to be an obligation for any payment of such amounts by the selected supplier to the
