REQUEST FOR PROPOSALS
The City of Concord, New Hampshire wishes to engage the services of a qualified private firm to
provide the City with weekly uniform delivery and cleaning services. The firm must be lawfully
engaged in the service of providing weekly uniform delivery and cleaning services in the State of
New Hampshire.
An overview and detailed specifications are provided later in the Request for Proposals (RFP).
Proposals must be received no later than 2:00 PM on NOVEMBER 29, 2023 from interested
firms, to be eligible for consideration by the City. Each statement shall be submitted, to the
Purchasing Division, in a sealed envelope which is clearly marked,
"RFP 06-24, UNIFORM DELIVERY AND CLEANING SERVICES”
A Non-mandatory Pre-proposal Conference will be held on November 13, 2023 at 11:00 AM.**

Although attendance at the Pre-proposal conference is not mandatory, we encourage all
prospective Respondents to attend.
**The City is requesting that attending Respondents have both a Sales and Service
representative present at the Preproposal Conference.
Requests may be issued only by the Purchasing Manager, or her designee, to authorized firms,
and are not transferable unless authorized by the Purchasing Manager.

All proposals received will be considered confidential and not available for public review
until after a vendor has been selected.

The City reserves the right to reject any or all proposals or any part thereof, to waive any
formality, informality and/or information in the proposal, to accept the proposal considered to be
in the best interest of the City, or to purchase on the open market if it is considered in the best
interest of the City to do so.
Failure to submit all information as detailed on the Proposal Submission Checklist and/or
submission of an unbalanced proposal are sufficient reasons to declare a proposal as non-
responsive and subject to disqualification.

INSTRUCTIONS TO PROPOSERS
GENERAL INFORMATION:
1. The City of Concord wishes to contract with a professional uniform delivery and cleaning
company for a three-year term beginning April 1, 2024. The contract may be renewed, by
mutual agreement, for up to five (5) additional one (1) year periods (or through a
maximum end date of March 31, 2032).
2. The Contractor selected shall meet all minimum requirements of this Request for
Proposals.
3. The City’s General Services and Parks and Recreation Departments have approximately
136 employees, both male and female, that will need to be outfitted with uniforms.
4. There are nine (9) locations throughout the City that will need to be serviced:
• 311 North State Street, the Combined Operations and Maintenance Facility
• 125 Hall St., Wastewater Treatment Facility
• 125 Hall St., Public Properties Division Shop
• 41 Green St., City Hall
• 207 North State St., Blossom Hill Cemetery
• 53 Hutchins St., Water Treatment Plant facility
• 14 Canterbury Rd., City Wide Community Center
• 1 Beaver Meadow Dr., Beaver Meadow Golf Course
• 1 White St., Parks Maintenance Building
PLEASE NOTE: The city has 5 FTE shared positions. The employees schedule is split
between the Parks & Recreation and the General Services Departments. These individuals may
require two (2) separate sets of uniforms i.e. styles/colors and drop-off locations for each
department depending on the season. Please explain how your firm will meet the uniform
requirements of these individuals (pg. 16).
5. The Contractor shall supply and service uniforms at the above locations on a weekly
basis.
6. The Contractor will be required to provide the proper cleaning and delivery
equipment/vehicles consistent with industry standards.
7. The City reserves the right to increase or decrease the number of uniforms in order to
comply with the budgetary authorization of the Concord City Council.
8. The Contractor agrees to the guaranteed turnaround time, in calendar days, as
provided by the Contractor on the proposal sheet for making repairs, or for
providing replacement garments. If the guaranteed turnaround time is not met, the
