ADVERTISEMENT FOR BIDS- WWTP SCADA UPGRADES ELIZABETHTOWN BOROUGH, ELIZABETHTOWN, PA Elizabethtown Borough is requesting Bids for the construction of the WWTP SCADA System Improvements Project, Contract No. 2024 - SCADA (Project). Bids for the construction of the Project will be received by the Owner online, until 1:00 PM local time on Tuesday, April 9, 2024, at which time the Bids received will be publicly opened and made available. The work generally includes, but is not limited to, the replacement and modernization of the SCADA computers, programmable logic controllers, operator interfaces, and communication systems at Elizabethtown Borough Wastewater Treatment Plant. The work also includes construction of a new ductbank to extend the communication network, pavement restoration; and all associated materials, equipment, labor, and necessary apparatuses as contemplated by the Contract Documents. Information and Bidding Documents for the Project can be found at the following designated website: https://pennbid.bonfirehub.com/ . Bidding Documents may be downloaded from the designated website. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. A pre-bid conference for the Project will be held on March 18, 2024, at 10:00 AM at 101 Amosite Rd, Elizabethtown, PA 17022. Attendance at the pre-bid conference is encouraged but not required. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. The bidder is encouraged to review the bid material to ensure they meet all the federal, state and local requirements for bidding. A Performance Bond and Payment Bond, each in the amount equal to 100% of the contract and each with satisfactory corporate surety, will be required to be furnished by the successful bidder at the time stated in the bid documents. The Pennsylvania Prevailing Wage Act shall apply to this project. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and are required to submit an executed non-collusion affidavit with the bid. Owner shall award the Contract to the lowest responsive and responsible Bidder or shall reject all Bids within sixty (60) days of the date of the bid opening, and no Bidder may withdraw his Bid before the expiration of such sixty (60) day period; provided, however, if the award of contracts is delayed by required approval of another government agency, the sale of bonds or the award of a grant or grants, the Owner shall reject all bids or award the Contract to the lowest responsive and responsible Bidder within one hundred twenty (120) days of the date of Bid opening, and in such event no Bidder may withdraw his Bid before the expiration of such one hundred twenty (120) day period. Extensions of the date for the award of the Contract may be made by the mutual written consent of the Owner and the lowest responsive and responsible Bidder. The Borough of Elizabethtown reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the WWTP SCADA Upgrades, and to reject any or all proposals.
