This Project includes: PROFESSIONAL SELECTIONS. PROJECT TITLE: Tionesta State Fish Hatchery (SFH), Linesville SFH, Corry SFH, Union City SFH – Rehabilitate Fish Hatcheries PROJECT LOCATION: Multiple (use center point of Centerville, PA 16404 for calculating Distance from Firm’s Project Office to Project Site on Application). BRIEF DESCRIPTION: The scope of work includes but is not limited to hatch house renovations, administrative building renovations to improve ADA accessibility & gender equity, improvements to aquaculture life support alarm systems, new musky units, improvements to wastewater treatment, solids filtration systems & UV disinfection areas, and replacement of emergency generators.
ESTIMATED CONSTRUCTION COST: $22,109,200.50

The PROFESSIONAL SELECTIONS MEETING is scheduled for WEDNESDAY, February 21, 2024 AT 10:00 AM.
The Department of General Services Capital Programs and the Bureau of Diversity, Inclusion & Small Business Opportunities identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. Applicants must agree to meet SDB & VBE Participation Goals in full or demonstrate their Good Faith Efforts to meet Goals. Refer to the project e-Builder solicitation folder for SDB/VBE participation instructions.

ADDITIONAL REQUIREMENTS OF SHORTLISTED FIRMS: A “Detailed Proposal” to include detailed resumes for design & management personnel with current references; firm’s approach to the project, descriptions of tasks & services, an explanation of approach's value to the Commonwealth; a detailed project description from firm’s portfolio that illustrates ability to translate design intentions into solutions that meet client expectations; an organizational chart & detailed work plan, identifying key personnel roles of firm & consultants, tasks, roles & disciplines, availability including percent of time assigned to project during design & construction, identifying project roles & responsibilities of Project Principal, lead design professional, responsible design professionals for each discipline; a description of the plan to manage design phase quality, including quality management organization, quality control activities for each deliverable, ensure interdisciplinary coordination & constructability throughout design; written description of relevant projects completed by lead design professional, listing contact information for each project example; an assessment of key project issues & risks, including an assessment of schedule, budget, municipal approvals & other major issues that could be encountered & how they would be handled; identification of special investigations, studies or testing that might be anticipated; a description of how diversity will be accomplished within the team; evidence that the firm is fiscally stable; a list of professional liability claims and/or legal actions within the last ten years including bankruptcies, ownership changes, etc. & a non-binding fee proposal.
