The Pennsylvania Game Commission (PGC) is soliciting electronic bids for the
construction of drainage improvements at the rifle and pistol ranges on State Game Lands (SGL)
#203 in Marshall Township, Allegheny County. The rifle range and pistol range are about one-
half mile apart and are located on the southern portion of the game lands along a public road.
The scope of the project includes construction of trench drains with stone and pipe, installation
of a drainage inlet and installation of gutters and downspouts at the 50-yard and 25-yard rifle
range shooting station shelters. Bids will be publicly opened and read in the PGC Division of
Contracts and Procurement, 2001 Elmerton Avenue, Harrisburg, PA 17110-9797, on
Wednesday, August 29, 2018 at 2:00 PM.
When bidding, amount bid should be in dollars and cents-----no fractions of a cent
will be accepted.
Questions concerning project specifications and requirements should be directed to Foster
Schaffer or Jim Mercer at 717-787-9620. Any questions concerning completion of the electronic
bid should be directed to PGC-Contracts and Procurement Division at 717-787-6594.
Bidders should visit the site to ascertain the pertinent conditions such as access, site
contours, proximity of utilities, characteristics of the structures and vegetation in the work area.
Contact Doug Dunkerley, PGC SW Group 1 Land Manager at 724-238-9523 for directions to the
site and to make arrangements to visit the site. This phone number is for the PGC Southwest
region office in Ligonier. Dispatchers at the regional office will relay messages to Mr.
Dunkerley. Bidders may also contact Steve Carney, PGC Maintenance Supervisor at 724-643-
4116. This phone number is for the Beaver County crew building. Please leave a message
because the personnel that use this building are frequently on work assignments on game lands.
A location map is included in the drawings. The project site is located off a public road. This
area is not restricted and is open to the public. Prior permission to view the site is not required
however it is suggested that interested bidders should contact the PGC personnel listed above.
Attached to the electronic project listing are Terms and Conditions of Project, Conditions
for Construction Contracts and Technical Specifications (Sections 1 through 8). Three
construction drawings titled “Shooting Range Drainage Improvement Project” are also attached.
These enclosures are part of the bid. All bids must be submitted electronically using the SRM
system. Bids must be received by 2:00PM on August 29, 2018. A bid guarantee or bond is not
The Commonwealth reserves the right to reject any and all bids, to waive technical
defects in bids and to accept or reject any part of the bid deemed in the best interests of the
Commonwealth. Except as otherwise provided by law, award will be made to the lowest
responsible and responsive bidder. Bid results will be posted by 3:30PM on August 29, 2018. A
Purchase Order will be generated at the time of award without further input from the successful
bidder. Awarded vendor will be sent a copy of this document and no work will be authorized
until the vendor is in receipt of the Purchase Order.

Vendor No. assigned to them in order to receive payment from the Commonwealth. Effective
