Sealed bids for the Innovative School Model Renovations – Phase 2 to include projects at Austin-East
Magnet High School, Carter High School, Carter Middle School, Farragut High School, Gibbs High School,
Gibbs Middle School, Gresham Middle School, Halls High School, Holston Middle School, South-Doyle
High School, South Doyle Middle School, West Valley Middle School, Whittle Springs Middle School. Bids

Bids will be publicly opened and read aloud and the Contract awarded as soon thereafter as practicable.
Bidders must use the bid envelope cover sheet provided in the project manual and include their Full Name,
Address, Tennessee Contractor’s License Number, along with any other required information, and deposit the
bid in the Knox County Procurement Bid Box.
Bidders must obtain Plans, Specifications and Contract Documents via email from Design Innovations
Architects (DIA), 402 S. Gay Street, Suite 201, Knoxville, TN 37902. Telephone 865.637.8540. Email
jarellano@dia-arch.com. All documents will be made available electronically at no charge.
A mandatory pre-bid meeting will be held Monday, March 11, 2024, at 2:00 P.M. local time. The meeting
will be held at Halls High School, 4321 E. Emory Road, Knoxville, TN 37938. All attendees must enter at
the main entrance. Bidders (General Contractors) must have a representative present at the mandatory pre-
bid meeting for their bids to be considered. Subcontractors are encouraged to attend but not required.
All Bidders must be licensed Contractors as required by the “CONTRACTOR’S LICENSING ACT OF 1976,”
and as passed by the 89th General Assembly of the State of Tennessee. Furthermore, the Contractor should
have the necessary licensing classifications as listed in Rules of Tennessee Board for Licensing General
Contractors-Chapter 0680-1.
Each Bid must be accompanied by a certified check or by a Bidder’s Bond executed by the Bidder and a surety
company licensed to do business in the State of Tennessee, in the sum of five percent (5%) of the amount of
the Bid.
The successful Bidder will be required to execute an acceptable performance and payment bond in the amount
equal to one hundred percent (100%) of the Contract price prior to the execution of the contract.
Knox County reserves the right to waive any informality in or to reject any or all bids and to accept the bid
deemed most favorable to the interest of the County.
