The project consists of four major components for construction, a two and half level cast in place 485 car / 200 gsf parking garage, a four story 90,000 gsf steel frame County Health Care facility, of which half the space will be shelled for future construction, a 20,000 gsf steel frame Medical Examiners building, and associated Sitework, (each separated by Volumes 1 through 4).

The single bid project has been separated into 4 permit packages as such:
Volume 1: Sitework
Volume 2: Healthcare Facility
Volume 3: Medical Examiner’s Facility
Volume 4: Parking Garage
Opinion of probable construction cost is: $65M to $70M

By order of the Commissioners Court of Collin County, Texas, sealed proposals will be received by the Purchasing Agent, located at 2300 Bloomdale Road, Suite 3160, McKinney, TX 75071, until 2:00 P.M., Thursday, March 21, 2024, for Competitive Sealed Proposal Healthcare, Medical Examiner and Parking Garage Facilities (CSP No. 2024-018) (C.O. No. 2024-085-02-05). A Mandatory Pre-Proposal Meeting will be held at the Collin County Commissioners Courtroom on Tuesday, February 20, 2024 at 10:00 A.M. and Thursday, February 22, 2024 at 1:30 P.M. Information regarding the Pre-Proposal conference is available at https://collincountytx.ionwave.net. Proposers shall use lump sum pricing. All Proposers must submit, prior to the CSP opening time, a Certified Check, Cashier’s Check or acceptable Bid Bond payable without recourse to Collin County in the amount of not less than five percent (5%) of the total proposal plus alternates as submitted. Contractor must furnish performance, payment and two (2) year maintenance bonds within ten (10) consecutive calendar days following award of contract. Funds for payment have been provided through the Collin County budget approved by the Commissioners Court for this fiscal year only. Proposers may obtain detailed specifications and other documents at Office of the Purchasing Agent: Collin County Administration Building, 2300 Bloomdale Road, Suite 3160, McKinney, TX 75071, 972-548-4165, or by going to https://collincountytx.ionwave.net.
