Jefferson County has received Grant Funding to acquire and demolish 1 property at W7696 Blackhawk Island Road,
Fort Atkinson WI 53538 as part a Flood Mitigation and Acquisition Program. We are currently requesting proposals for
services related to the demolition of this property.
The proposal should include demolition, capping the well and abandonment of septic system, along with asbestos
abatement. Jefferson County will have the asbestos and lead inspections completed prior to demolition. Jefferson
County will also ensure that the Gas/Electrical will be disconnected prior to the demolition.
The asbestos abatement will include the following:
Complete documentation of the project.
Filing of notice forms to DNR/DHS as applicable.
Asbestos Notice fees paid in full as required by DNR/DHS
Work area/abatement procedures/work force will meet or exceed State, EPA and OSHA
regulations/specifications
Handling/disposal of waste material to a DNR approved landfill.
The demolition work will include the following:
Submit DNR notice for demolition and pull local demolition permit.
Abandon well and septic systems – complete closure paperwork.
Removal and proper disposal of universal wastes and appliances.
Removal of paved driveway.
Protect roads from damage and comply with local road weight postings.
Demolition and removal of all building materials and contents from the footprint of the buildings.
Materials shall be recycled, salvaged, or properly disposed of. Materials not recycled or salvaged shall be
disposed of at a C&D landfill and properly documented. Any salvage value from the building would become the
property of the demolition contractor.
Concrete, brick and block materials will be hauled off site and used as clean fill.
Back fill basement with compacted fill, grade site and seed disturbed area.
All services must be compliant with FEMA, State Regulations, and DNR Standards.

Environmental Management Consulting, Inc. (EMC) was contacted by Donna Haugom
of Jefferson County Emergency Management to conduct an asbestos pre-demolition
survey of W7696 Blackhawk Island Road, Fort Atkinson, WI.
Mr. Thomas J. Bushman of EMC inspected the subject property on January 9, 2024.
The building was inspected for the presence of asbestos containing building materials.
Bulk samples were extracted for each building material found suspect to contain
asbestos. All samples were submitted to a NVLAP certified laboratory for analysis. This
report will summarize the findings of this inspection.
All bulk sampling information, including a bulk sample chart and the laboratory results,
are attached to this report. Please contact the EMC office if you have any questions.
