Title: Continuing Education Training for Certified Operators of Small Public Drinking Water Systems

Bid Synopsis: The Wisconsin Department of Natural Resources Bureau for Drinking & Groundwater is seeking qualified firms to develop and conduct continuing education training to the certified operators of Other-than-Municipal Community (OTM) and Non-transient Non-community (NN) public water systems in Wisconsin. The training will consist of 55 sessions per year, each three hours long, held at a minimum of 10 locations statewide (with 2 per DNR geographic region) and scheduled throughout the year during the contract term. Virtual instruction will also be permitted for an agreed upon subset of training sessions.

The Federal Safe Drinking Water Act (SDWA) and Wisconsin state drinking water regulations establish numerous requirements for public drinking water systems designed to safeguard water supplies. Wisconsin’s requirements for public water systems are detailed in chapters NR 809, Wis. Admin. Code, “Safe drinking water;” NR 810, “Requirements for the operation and maintenance of public water systems;” NR 811, “Requirements for the operation and design of community water systems;” and NR 812, “Well construction and pump installation.”

The State of Wisconsin Department of Natural Resources is authorized under Section 1452 of the Federal Safe Drinking Water Act Amendments of 1996 to establish an operator certification program that specifies minimum requirements for the certification and re-certification of operators of community and non-transient non-community public water systems. Wisconsin’s operator certification program requirements are detailed in chapter NR 114, Wis. Admin. Code, “Certification requirements for waterworks, wastewater treatment plant, septage servicing and water system operators.”

The continuing education training provided through this contract will fulfill requirements for operators holding the Small Water System certification in Wisconsin (Subclass O, General Water System Operation). All operators of this subclass are required to obtain six continuing education credits (CECs) per three-year license period to qualify for renewing their certifications. Wisconsin has close to 680 of these certified operators, with 150-250 potential renewals each year.
