Bid Synopsis: The purpose of this Request for Bid (RFB) document is to provide interested parties with information to enable them to prepare and submit a bid for DCF Investigative Services.

The Division of Early Care and Education (DECE), Bureau of Child Care Subsidy Administration (BCCSA) monitors program integrity for the Wisconsin Shares child care program. BCCSA is responsible for providing program integrity investigations on current child care providers and new applicants and/or recipients of Wisconsin Shares funds who may be committing fraud against the State and the Wisconsin Shares Program. Program Integrity activities such as private investigations ensure that the Wisconsin Shares program funds are being utilized how they are intended and any fraudulent activity is determined and potentially prosecuted from evidence gathered from these investigations.

DCF is seeking to procure private sector investigative services to provide surveillance, observation, fact gathering and other exhaustive background research, utilizing public and private data sources that are not available to DCF staff, including criminal background checks in other states, to help determine if child care providers and recipients are committing fraud. Services will also include reporting, testifying at hearings, and meetings with the DCF Program Administrator.

The State as represented by the Wisconsin Department of Children and Families (DCF) intends to use the results of this RFB to award a contract for DCF Investigative Services
