14 The Division of Facilities Development, hereinafter termed DFD, hereby announces that it is
15 advertising for bids from certified contractors for the above project.

17 NOTICE: All potential bidders must become certified by DOA prior to submitting bids on
18 state construction projects with budgets over $50,000. All bids received from contractors
19 who are not certified will be rejected. These changes take effect January 1, 2014. Contractor
20 certification applications and instructions for completing the form may be obtained from the DOA
21 Website. DFD Contractor Certification page:

25 Bids must be received at State of Wisconsin Administration Building, 101 East Wilson Street, 7th
26 Floor Reception Desk, Madison, Wisconsin 53703, on or before the closing date and time
27 indicated above.

29 In general the work consists of: replacement of the existing borehole/in-ground hydraulic
30 jack with a new hydraulic system and cylinder assembly that complies with all current
31 ASME-A17.1 code and includes double-bottom design on Elevators 1 and 2 in rooms
32 B100H and B100I respectively. The project also includes replacement of the hydraulic
33 pumping unit on both elevators. The work includes securing the elevator car in the
34 hoistway to permit work on the jack, removing existing jack assembly, installing new jack
35 with double bottom design, bolster plate, reinforced pit channels, and set of pit buffers to
36 work in conjunction with jack, replacement of hydraulic jack oil as required, and
37 replacement the hydraulic pumping unit for both elevators.

40 as downloadable electronic files (in PDF format) from the Division of Facilities Development
41 website. Construction bidding documents may also be available at various Builders’ Exchanges.
42 Additional project construction bidding information, including plan holders list, is available on the
43 DFD website. Please note that a WisBuild login and password are required to download bidding
44 documents. Interested parties may request a WisBuild login and password at the DFD website –
45 allow 2 days to process login and password requests.

1 The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin’s
2 prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements
3 on state building projects no longer apply. These changes take effect for projects
4 advertised for bid after September 23, 2017. This change does not affect the Federal
5 Davis Bacon Act requirements.
