The Town of Mount Holly is seeking bids from qualified contractors to perform paving on Healdville Road. Paving starts approximately at mile 2.7 and ends pproximately at mile 3.2 from the intersection of Rt 103. Shoulder gravel only starting approximately at mile 1.9 and ending approximately at mile 2.4.

Location:
The Town of Mount Holly is seeking bids from qualified contractors to perform
paving on Healdville Road. Paving starts approximately at mile 2.7 and ends
approximately at mile 3.2 from the intersection of Rt 103. Shoulder gravel only
starting approximately at mile 1.9 and ending approximately at mile 2.4.
Option 1 – Shim and Overlay
Install spot shim/leveling course of Type III Marshall Mix in locations that have
significant settlement and need to be built up to allow for proper cross slope of
overlay to shed water – Estimated 200 tons
Install 1 1/2” minimum overlay course of Type III Marshall Mix – Estimated 600
tons
All driveways to have a two-foot paved apron.
Mill transitions for wearing course butt joints.
Provide aggregate shoulder, 1 ½” crushed gravel, along edge of paved areas
between mile 2.7 and 3.2 – Estimated 120 ton.
Option 2 – Reclaim and New Pavement
Full Depth Reclaim 7000 sy of roadway and mix reclaim material into subbase
minimum 4 inches.
Install 2 1/2” base course of Type II Marshall Mix – Estimated 1000 tons
Install 1 ½” wearing course of Type III Marshall Mix – Estimated 600 tons

Alternate 1 – Should Aggregate between Mile 1.9 and 2.4
Provide aggregate shoulder, 1 ½” crushed gravel, along edge of previously paved
areas between mile 1.9 and 2.4 on Healdville Road – Estimated 120 ton.
5. Bond or Insurance Requirements: Bonding is not required. Insurance requirement will
be per VTRANS 2018 Standard Specification Section 103.04.
6. Special Requirements:
Provide pricing on attached Bid Proposal Form.
Eligibility: This procurement is open to those bidders who are prequalified by
VTRANS for paving category.
Fine grading required in Option 2 will be completed by town of Mount Holly.
Compaction of subbase will need to be completed by contractor.
Traffic control (signage and flaggers as necessary) will need to be provided by
contractor. Contractor to coordinate with Road Foreman.
Emulsion/tack coat will be required between lift placements, this will be
considered incidental to paving items.
Pavement markings will be completed by town of Mount Holly.
There will be no public opening of the bids.
Scope of work may vary based on bid results and funding available.
Either option 1 or option 2 will be chosen, but not both.
Quantities will be agreed upon at end of every day between contractor and road
form. Quantities will be based on weight slips for ton priced unit items and field
measurements for area priced unit items. Electronic copies of slips to be provided
to town.
No advanced payments will be made. Work must be satisfactorily completed
before being invoiced.
The town reserves the right to reject all bids and to either withdraw the bid
request and reissue at a later time.
Bids will be evaluated per the Town of Mount Holly’s Purchasing Policy
(available online). Bids will be evaluated based on price, clarity and
completeness of proposal, bidders’ ability to perform work within specified time,
bidders’ experience and reputation, quality of materials, bidders’ ability to meet
other terms and conditions, including bonding and insurance requirement (if any),
bidders’ financial stability, and other factors that the Town determines are
relevant.
