YORKTOWN ELEMENTARY SCHOOL SITE IMPROVEMENTS

The purpose of this Invitation for Bids is to solicit bids for sidewalk and
parking lot demolition, parking lot expansion, parking lot lighting, and the
relocation of an existing modular classroom. (hereinafter the “Project”)
The scope of work is generally comprised of the demolition of portions of
the existing parking lot and sidewalks as well as pavement associated with
a previous tennis court. There are 79 additional asphalt parking spaces
proposed with stormwater inlets and pipes discharging to an underground
stormwater detention facility that discharges to an existing grass swale.
Additional lighting is proposed to illuminate the parking lot expansion and
planting is proposed as required by County ordinances.
Bid Option #1: Involves creating a 15-space parking addition adjacent to
Siege Lane. This parking area is served by stormwater infrastructure and
an underground stormwater detention facility. One additional light fixture
is proposed, and planting is included in the design to meet the County
Ordinances. Minor demolition of existing curbing and gravel is required to
prepare the site.
Bid Option #2: Includes relocation of an existing modular classroom to the
rear of the parking lot adjacent to the existing Head Start modular
classroom. The relocated modular will be served by water and sanitary
sewer services as well as a sidewalk to connect to the existing sidewalk.
Additional plantings will be required as shown on the plans for screening of
the adjacent properties.
On behalf of the County School Board of York County, Virginia (hereinafter the “Board” or
“Owner”), the Central Purchasing office of the County of York, Virginia (hereinafter the “County
or “Central Purchasing”) is seeking bids from qualified firms (hereinafter the “Bidderor
“Contractor”) to furnish the goods and/or services described herein. Bids will be received at the
office of Central Purchasing, County of York, Virginia, 120 Alexander Hamilton Blvd., Yorktown,
VA 23690, through the due date and hour shown above (local prevailing time).
Pre-Bid Conference: An optional Pre-Bid Conference has been scheduled for this solicitation at

SECTION 1
A. PURPOSE/SCOPE
1.0 PURPOSE
It is the express purpose of this Invitation for Bids (hereinafter “IFB”) to acquire a lump sum bid from
qualified contractors to demolish portions of the existing parking lot and sidewalks as well as pavement
associated with a previous tennis court. There are 79 additional asphalt parking spaces proposed with
stormwater inlets and pipes discharging to an underground stormwater detention facility that discharges
to an existing grass swale. Additional lighting is proposed to illuminate the parking lot expansion and
planting is proposed as required by County ordinances. Bid Option #1: Involves creating a 15-space
parking addition adjacent to Siege Lane. Bid Option #2: Includes relocation of an existing modular
classroom to the rear of the parking lot adjacent to the existing Head Start modular classroom.
In strict accordance with the terms and conditions and specifications herein, including the General
Terms and Conditions of AIA Document A201 1997 “General Conditions of the Contract for
Construction” as modified by this IFB and the Supplemental Conditions (Section 2.24 of this
solicitation), and the Project Manual by Moseley Architects dated December 14, 2018 YORKTOWN
ELEMENTARY SCHOOL SITE IMPROVEMENTS,” (hereinafter “Project Manual”), including any
and all Addenda, and in strict compliance with the Contract Documents as enumerated in the Contract,
all of which are incorporated herein by reference.
A single award will be made to the lowest responsive and responsible Bidder, and shall be based on the
TOTAL BASE BID PRICE (inclusive of Base Bid Price + all Unit Price Allowances.)
“Contract”, wherever used in this IFB and any addenda to this IFB, refers to the final, negotiated
contract awarded to the successful Bidder under this solicitation.
“Contract Documents”, wherever used in this IFB and any addenda to this IFB, refers to those
documents incorporated by reference or otherwise into the Contract between the parties and includes
those documents enumerated in the Contract.
“Architect”, wherever used in this IFB and any addenda to this IFB, refers to:

the Owner’s departments or the Owner’s contractors, regarding this Invitation for Bids is
expressly forbidden except with the permission of the Contract Officer. Violation of this directive

B. TERMS AND CONDITIONS
1.0 GENERAL TERMS AND CONDITIONS:
Except to the extent further modified by this IFB, including the Supplemental Conditions in Section 2.24
herein, the General Terms and Conditions of AIA Document A201-1997 “General Conditions of the
Contract for Construction,” shall be utilized for the resultant contract.
2.0. CONTRACT SPECIFIC TERMS AND CONDITIONS:
2.1 TIME OF COMPLETION
Work included in this Contract shall be Substantially Complete no later than August 16, 2019 and
Finally Complete no later than June 17, 2019, time being of the essence.
2.2 PRE-BID CONFERENCE:
An optional Pre-Bid / Site Visit will be held at Yorktown Elementary School, 131 Siege Lane, Yorktown, VA
23692, Wednesday, February 20, 2019 at 1:00 p.m., local prevailing time. Meet in the main office area.
The County School Board of York County, Virginia has enacted a 100% ID check at all schools. All
persons entering upon the Owner’s property shall be required to scan their valid driver’s license in
order to print a visitor’s badge which includes the person’s photo, name, and time of arrival. All
visitors are required to wear their badge while on school property and sign out at the front office as
they are leaving the building. As an added security feature, the scanning process now includes a
cross reference to the national and state sex offender registry. If a visitor does not have a valid
driver’s license, staff may request an alternate government issued ID and manually check the visitor
in through the system.
2.3 APPLICABLE POLICY:
All provisions contained in the County of York, Virginia Ordinance 18-12(R), inclusive of the Appendix,
shall be applicable to all contracts solicited or entered into by the County School Board of York County,
Virginia.
2.4 MANDATORY USE OF OWNER’S FORM:
All responses to an Invitation for Bids (IFB) must be submitted on and in accordance with the Bid Form.
