  • Summary:Sealed Request for Proposals (RFP) are invited for Professional Services for College Campus Master Planning for Virginia Highlands Community College, RFP # VHCC-L24VH454-AE, located in Abingdon, Virginia. The purpose of this RFP is to solicit proposals with the intent to enter into a contract through competitive negotiations for the professional services of an A/E firm, authorized to do business in the Commonwealth of Virginia, with experience in college campus master planning. Virginia Highlands Community College (VHCC) aims to establish a realistic plan that locates the operations of the institution in the most functional and accessible spaces and can help advance the goals and objectives of the college over the next 10-15 years. The campus master plan (CMP) is a physical manifestation of VHCC's strategic plan. At its best, it is a road map for the future of a campus and becomes a crucial tool in confirming that short-term projects are working in conjunction with long-term plans and goals. A good campus plan builds in flexibility, so that it can accommodate shifting academic priorities and economic conditions. The master plan shall include an evaluation of the adequacy of existing space, identification of functional inadequacies and building issues, quantity deficiencies in comparison with state guidelines, and the determination of site constraints. The new master plan will be the foundation for VHCC’s capital improvement program (CIP) and related financial planning for the physical plant and operations. The more clearly the plan articulates priorities and sequencing, the more likely it will direct capital expenditures effectively. The College intends to develop a comprehensive Campus Master Plan that integrates the requirements of the college’s institutional mission and educational programs with the needs of the community. The guiding principle is for proposed improvements to be student-focused and create a realistic master plan that can be phased. A mandatory pre-proposal conference will be held at Virginia Highlands Community College, 100 VHCC Drive, Abingdon, VA 24210, on Thursday, April 11, 2024 at 12:30 P.M. in the LRC Building, Keyser-Aday Theater, Room 105.
