1.0 INTRODUCTION
1.1 Definitions, Background, Purpose and Specifications
1.1.1 Definitions
The University of Maine System will hereinafter be referred to as the "University."
Respondents to the document shall be referred to as "Respondent(s)” or
“Respondent”.
The Respondent to whom the Agreement is awarded shall be referred to as the
"Contractor."
The University of Maine System and other components of the University shall be
referred to as “Multi-Institution”.
1.1.2
Background
Overview
Established in 1968, the University of Maine System (UMS) unites six distinctive
public universities, comprising 10 campuses and numerous centers, in the
common purpose of providing quality higher education while delivering on its
traditional tripartite mission of teaching, research, and public service.
A comprehensive public institution of higher education, UMS serves more than
30,000 students annually and is supported by the efforts of more than 2,000 full-
time and part-time faculty, more than 3,000 regular full-time and part-time staff,
and a complement of part-time temporary (adjunct) faculty.
Reaching more than 500,000 people annually through educational and cultural
offerings, the University of Maine System also benefits from more than two-thirds
of its alumni population residing within the state; more than 123,000 individuals.
The System consists of six universities: The University of Maine (UMaine),
including its regional campus the University of Maine at Machias (UMM); the
University of Maine at Augusta (UMA); the University of Maine at Farmington
(UMF); the University of Maine at Fort Kent (UMFK), the University of Maine at
Presque Isle (UMPI); and the University of Southern Maine (USM). The System
also includes the University of Maine School of Law and the University of Maine
Graduate and Professional Center.

Founded in 1878, the University of Maine at Fort Kent is a unique learning

opportunities at UMFK have become a model of a "destination university" that
other New England campuses attempt to emulate. Strong academic programs
include associate and bachelor’s degrees in disciplines such as nursing, business,
biology, forestry and cybersecurity among others. The student body at UMFK
numbering 1,500, has a higher percentage of international students than any other

as championships in men’s and women’s soccer.
1.1.3
Purpose
The University of Maine at Fort Kent is seeking responses to provide Student
Health Clinic Services as defined in this document. This document provides
instructions for submitting responses, the procedure, and criteria by which the
Respondent(s) will be selected, and the contractual terms which will govern the
relationship between the University and the awarded Respondent(s).
The campus is seeing proposals for the provision of a campus, walk-in health clinic
for the academic year (from the first day of classes to the end of final exams –
generally from late August or early September to mid-May). With a growing
population of students, the University has continually sought ways in which to
expand and provide all services necessary for the academic and social welfare of
all its students and staff.
Respondents should review 1.1.4 Specifications / Scope of Work of this
document to see the full Scope of Services/Products required.
The University is committed to providing increased access and opportunity to

1.1.4 Specifications / Scope of Work
The University seeks to establish a contractual partnership with a healthcare
provider to furnish a qualified Nurse Practitioner, Physician Assistant, or a
Physician to provide convenient and effective walk-in health center services to
students attending the University during the academic year. The University also
seeks to partner with a licensed Therapist or Counselor to provide Mental Health
counseling. The University is willing to partner with one provider for both services
or multiple providers for the services. The University will consider proposals for
one or both services.
A strong partnership or partnerships is very important to the University of Maine at
Fort Kent and a critical outcome of this RFP process.
The contract will be for five years with an option to renew for five more one-year
terms.
Health Clinic Services
The Contractor shall provide health center services via a Nurse
Practitioner, Physician, or a Physician Assistant for 16 hours per week.
Services to be provided in four-hour blocks four days a week: 8:00 am to
12:00pm, or 1:00pm to 5:00pm. The University prefers that the blocks
alternate week to week to accommodate as many student’s schedules as
possible.

The Clinic shall be open for up to two extra days in August for the purpose
of athletics’ physicals. The exact dates for these physicals will be
determined by the University an annual basis to accommodate student
athletes arrival and training schedules.
The Contractor is not expected to staff the Clinic outside of normal
operating hours. The University expects that students requiring services
outside of normal clinic hours will contact the (Associate Dean of Student
life) and Development or her/his staff to be directed to appropriate medical
facilities.
The Contractor shall provide walk-in health center services to students at
the University of Maine at Fort Kent. Staff and faculty will have access to
the Health Clinic, but they will be charged for services against their
insurances. Services shall include, but are not limited to the list shown
below:

18. University Required Immunization
The Contractor shall provide immunology guidance and support by phone
or in person, to the University staff member responsible for collecting and
recording student immunization records. Ordinarily this collection takes
place during May, June, July, and August. Additionally, the contractor will
provide oversight in preparing the annual immunization report to the
Department of Health and Human Services located at the Maine Center
for Disease Control and prevention in Augusta, Maine.
The Clinic will be closed during campus breaks, summer session and any
holiday in which students are not in classes.
Mental Health Services
The Contractor shall provide a minimum of 16 hours of mental health
counseling services via a Mental Health Practitioner. A portion of the
Services may be provided remotely by telehealth. The Contractor must
have the ability to prescribe medication and fill or renew prescriptions.
Services to be provided in four-hour blocks, four days a week: 8:00 am to
