PUBLIC NOTICE ELK TOWNSHIP, GLOUCESTER COUNTY STATE OF NEW JERSEY INVITATION TO BID PUBLIC NOTICE NOTICE TO BIDDERS Notice is hereby given that sealed proposals will be received by the Township of Elk on October 13th, 2017 at 10:00 A.M. in the Elk Township Municipal Building, 680 Whig Lane, Monroeville, New Jersey 08343, at which time and place bids will be opened and read in public for the acquisition and possible award of contract for one (1) new 2017 or newer 1,000 gallon pumper fire truck. Specifications may be picked up at the office of the Clerk of the Township of Elk at the Elk Township Municipal Building, 680 Whig Lane, Monroeville, New Jersey during regular business hours between 9:00 a.m. to 4:00 p.m. Information may be obtained by calling the Township Clerk's Office at (856) 881-6525. Bids must be made on the proposal form provided in the manner designated therein and required by the Specifications enclosed in a sealed envelope and addressed to the Township Clerk, Debora R. Pine, Township of Elk 680 Whig Lane, Monroeville, New Jersey 08343 and clearly marked on the outside "Bid Submission for Fire Truck". All bid forms must be accompanied by a complete set of the Bid Specifications completely filled out as set forth therein. All bids must be delivered to the Township Clerk's Office at the Municipal Building on or before the date and hour hereinabove stated. Bids shall be accompanied by a surety in the form of a bid bond, certified check or cashier's check in the amount of ten percent (10%) of the total bid made, not to exceed Twenty Thousand Dollars ($20,000.00), payable to or running to the benefit of the Township of Elk. Such bid security shall provide that the bidder will perform in accordance with the specifications. All bids must be accompanied by a fully signed Non-collusion Affidavit. A Statement must be submitted which provides pursuant to Chapter 33 of the Public Laws of 1977 revised that no corporation or partnership shall be awarded any State, County, Municipal and/or School District contract for the performance of any work or the furnishing of any materials or supplies, unless prior to the receipt of the bid or accompanying the bid of said corporation or partnership there is submitted a statement which shall set forth the names and addresses of all stockholders in the corporation or partnership who own ten percent (10%) or more of its stock of any class, or of all individual partners in the partnership who own ten percent (10%) or greater interest. Failure to supply this information with the form of proposal will be sufficient cause to reject the bid. All bidders are required to comply with the Requirements of Public Law 1975 Chapter 127 against discrimination because of race, religion, sex, color or such other prohibited reason. It shall be the obligation of the bidder to complete the disclosure statement indicating that there will be compliance with the Affirmative Action Requirements of the State of New Jersey. The Township of Elk expressly reserves the right to reject any and all bids and to waive any and all informalities in the proposal received and to accept the bid which in their judgment will best serve the interest of the Township.
