Washington County is conducting this solicitation to find a contractor to help develop a Transportation Safety Action Plan (TSAP) to improve roadway safety by significantly reducing or eliminating roadway fatalities and serious injuries for all users, including pedestrians, bicyclists, public transportation users, motorists, personal conveyance and micromobility users, and commercial vehicle operators. The County completed a Transportation Safety Action Plan (TSAP) in 2016. Since then, the County has adopted new policies such as Equitable Community Engagement, updated practices as in our Complete Streets Road Standards, and implemented proven countermeasures projects through ODOT ARTS, HSIP and local funding. The County has secured a Safe Streets for All (SS4A) grant to update and expand our TSAP. The new TSAP must meet Safe Streets for All (SS4A) required elements to ensure eligibility for future implementation grant applications.
