ADVERTISEMENT
Turner Construction will receive Statements of Qualification (also referred to as Preapproval
Forms herein) for construction of Des Moines Public Schools Lincoln High School - New Track
and Field Facility in Des Moines, Iowa. The Project includes selective site demolition and
disposal of some existing athletic fields, tennis courts and existing track and field throwing event
slabs and chain link fence enclosures; site development work consisting of excavation and
grading for a new storm water detention basins, a new football field/soccer pitch, a new 6-lane
track, and new shot put, discus, and hammer throwing event slabs with sand pits; new site storm
drainage utilities for the new field/pitch and track; new concrete retaining walls, walks, steps,
and parking areas; new metal fabrications; construction of new 6-lane asphalt track and D-zones
with synthetic surfaces; new long jump, shot put and discus event slabs/pits complete with sand
pits and track and field accessories; construction of a new synthetic turf practice football field
and soccer pitch complete with field accessories; new chain link fences and gates and track and
field enclosures; miscellaneous plumbing work to the field/pitch sidelines; electrical and
communications work for future sports lighting and scoreboard; and other miscellaneous items
with all of the work appurtenant thereto per the plans and specifications. All work to be
performed as shown in the construction documents. The project is located at:

PREAPPROVAL FORM SUBMISSION
Statement of Qualifications Preapproval Forms must be filled out, compiled, and submitted by or
before 2:00 PM, April 23, 2024. Any submissions received after this time will not be accepted
nor opened. All Statements of Qualification Preapproval Forms must be submitted electronically
to the Building Connected website. Submitters are to contact Janelle Ward at jaward@tcco.com
to request setup and access to the Building Connected website for Preapproval Form submission.
In your email, please indicate for which work package(s) you are interested in prequalifying.
LISTING OF WORK SCOPE PACKAGES
Preapproval Form submissions are only being accepted at this time for the work scope packages
listed below:
BP 02.01 Site Demolition, Earthwork, and Utilities – This package includes site prep and
erosion control measures, selective site demolition and disposal of existing athletic fields, tennis
courts and existing track and field throwing event slabs and chain link fence enclosures,
earthwork consisting of stripping, and cut/fill rough grading to proposed contours, and site utility
work related to storm sewer and drainage main piping and structures and water distribution per
the documents. Specific information pertaining to the bid package scope of work is outlined in
the project manual.

BP 02.02 Fences and Gates – This package includes selective demolition, track and field chain
link enclosures, fences and gates at the perimeter of the new track, and security fences and gates
at the perimeter of the site per the documents. Specific information pertaining to the bid package
scope of work is outlined in the project manual.
BP 02.03 Natural Turf and Plantings – This package includes all plantings as scheduled, fine
grading and prepping of seeded and sodded areas, and seeding and sodding per the documents.
Specific information pertaining to the bid package scope of work is outlined in the project
manual.
BP 03.01 Concrete Parking and Walks – This package includes selective demolition, concrete
flatwork for sidewalks and parking lot pavement, joint sealants for expansion, construction, and
slab isolation joints, installation of the flagpole supplied by others, and parking lot signage per
the documents. Specific information pertaining to the bid package scope of work is outlined in
the project manual.
BP 13.01 Synthetic Football and Soccer Turf - This package includes excavation, earthwork,
storm sewer subdrain and trench drain, rock subbase, concrete curbs, asphalt paving, and rough
carpentry specific to the construction of the new track and field/pitch, new 6-lane asphalt track
and D-zone synthetic surfacing, new long jump, shot put and discus event slabs/pits complete
with sand pits, synthetic surfacing and track and field accessories, and construction of a new
synthetic turf practice football field and soccer pitch complete with field accessories and hand
holes for water and electrical access within surface per the documents. Specific information
pertaining to the bid package scope of work is outlined in the project manual.

SUBMISSION PROCEDURE
Completed Preapproval Form submissions shall only be accepted electronically via upload to the
project’s Building Connected website. Contact Janelle Ward at jaward@tcco.com to request
access to the Building Connected website.
SUBMISSION WITHDRAWAL
Submissions may be withdrawn by submitter upon written request any time prior to the
submission.
SUBMISSION ACCEPTANCE
The Construction Manager and/or Owner will review, and score submitted Preapproval Forms
based upon an objective scoring process and statutory criteria. Submissions meeting or
exceeding minimum scoring criteria shall be deemed as an approved bidder for the project. The
Construction Manager and/or Owner retain the right to reject any/all submission documents if
documentation is deemed flawed, incomplete, or insufficient to properly score.
All submitters must complete and submit the correct Prequalification Forms and supporting
documentation to be considered responsive.
QUESTION / CLARIFICATION REQUESTS
Any/all questions are to be submitted electronically via Building Connected website. Questions
can be submitted at any time but must be submitted no later than 12:00 PM on April 19, 2024.
Responses to questions received will be published as a clarification document and posted to
Building Connected by 12:00 PM on April 22, 2024.
