The City requires a Third-Party Health Plan Administrator (“TPA”) and the Pharmacy Benefit Manager (“PBM”) bidders to be a single-provider, carrier based managed care organization that includes a proprietary network of providers and has the capability to integrate all data and the administration related to claims, eligibility, disease management and wellness programs pursuant to the RFP.
