The City of West Palm Beach (“City”) and the East Central Regional Water Reclamation Facility (ECR) by its agent the City, is soliciting bids to establish a contract with one or more responsible and qualified vendors to furnish all the materials, tools, labor, and incidentals necessary for the rental, delivery, and operation of Vacuum Trucks, Tanker Trucks, and Televising Trucks on an as needed basis The term of the contract is for two (2) years, with the option to renew for two (2) additional two (2) year terms.

Contractor shall have the capability to perform and complete the services in accordance with the terms and provisions of the solicitation documents and the contract. Vacuum Trucks shall have a minimum capacity of twelve (12) cubic yards and Tanker Trucks shall have a minimum capacity of three thousand (3,000) gallons. Contractor shall clean, televise, and vacuum or provide tanker service for the City’s sanitary sewer, storm sewer, manholes, ECR, Water Treatment Plant (WTP), and lift stations. Services will be provided on wet wells, valve pits, clarifiers including the removal of old media from filters, removal of WTP sludge from basin mixers, or any other services as directed by the City. Materials shall be disposed of on site or as directed by City personnel.

Contractor must have available rental Vacuum, Tanker, and Televising/Camera Trucks twenty-four hours a day, seven days a week (24/7). Response time for service calls will be within four (4) hours of request for service. If Contractor fails to deliver on or before the specified time, the City reserves the right to cancel the order. If Contractor is delayed in the delivery by reason of unforeseeable causes beyond its control and without fault or negligence, including but not restricted to acts of God, the period herein specified for delivery can be extended by City personnel. All Vacuum, Tanker, and Televising/Camera Trucks provided under this Contract shall be in like new operable condition. Contractor shall at no additional cost to the City, provide for immediate replacement of inoperable trucks. Upon delivery of requested equipment, Contractor shall contact the designated City employee for receipt and documentation of equipment. The City may add, delete, or change locations during the contract period with written notice to the Contractor. Trucks may be required on a daily, weekly, or monthly basis. The rates shall be full compensation for all equipment, vehicles, tools, labor, fuel, insurance, taxes, fees, transportation, suspensions, delays, and incidentals necessary to complete the services. Rates are being requested for a laborer in addition to the driver/operator for the installation and operation of flex hoses and other equipment if needed.

LOCATIONS

Contractor shall be required to provide services at the following locations:

ECR: 4325 N. Haverhill Road (Ernest & Haverhill Road), West Palm Beach, FL 33409.

WTP: Water Treatment Plant 1009 Banyan Boulevard, West Palm Beach, FL 33401.

LIFT STATIONS: Lift Stations at various locations throughout the City and respond to SSO events and preventive maintenance service on the sanitary sewer mains throughout the City.

The City reserves the right to add service at additional locations, as needed.
