1. OVERVIEW:
1.1. SCOPE AND BACKGROUND: Through this Request for Proposal (RFP), the Office of Purchasing &
Contracting (hereinafter the “State”) is seeking to establish a contract with a qualified Architectural and/or
Engineering firm to provide architectural and engineering design services for the Door Control System
Replacement and Various Major Maintenance Repairs at the Northeast Regional Correctional Facility
(NERCF) and Caledonia Community Work Camp (CCWC) located in St. Johnsbury, Vermont, and the
Marble Valley Regional Correctional Facility (MVRCF) located in Rutland, Vermont. Interested firms are
invited to bid on providing architectural/engineering design services described in Section 2 of this RFP.
The purpose of this project is to design a replacement door control system and other major maintenance
repairs to meet the security, operational, and maintenance needs of the Department of Corrections (DOC)
and the Department of Buildings and General Services (BGS). The door control system is a standard system
that has already been selected by BGS.
Background on NERCF and CCWC Door Control and Various Major Maintenance Items:
NERCF:
There are currently 99 doors at NERCF that are controlled via light-and-switch operator. Approximately 10
have to be replaced. Door control wiring terminates to door control relays connected to a recently installed
programmable logic controller below the control desk casework in master control. The Bogen master
intercom located at the master control desk controls the existing 24 intercoms at the NERCF. This intercom
system is failing and needs replacement. There are currently 30 IP-based cameras at NERCF that are
connected to the states IP network video recording system for camera viewing and recording. NERCF has
a perimeter fence intrusion detection system that monitors nine perimeter fence zones around each facility.
The NERCF facility needs new detention-grade windows in Bravo, Charlie, and Delta Units. The mechanism
to open and close the windows is broken and the windows are non-operational. Currently, the maintenance
staff screw shut the windows every fall and open them again in the late spring. The building also has a
number of interior windows that are cracked and scratched that need replacing. These include windows at
main control, visiting room, medium hallway, and at the entry of Bravo, Charlie, Delta Units.
The G1 and G2 door frame is rusted away from the concrete slab and needs to be repaired.
The full bathroom in Booking and the showers in Bravo, Charlie, Delta, Echo, and Foxtrot Units all need to
be updated to include new floor and wall finishes and new, detention-grade, ligature-resistant plumbing and
lighting fixtures.
The NERCF booking desk is falling apart. Reconfigure to match MVRCF, to include new casework,
countertops, and space for 2 officers. MVRCF desk plans will be avalible to the successful bidder.
The fire alarm system is outdated and needs to be replaced.
CCWC:
There are five existing door locks at CCWC. They are controllable from wall-mounted pushbuttons at the
Desk Control Station located in the center of the Living Quarters Building and a dedicated Aiphone intercom
master station at the Desk Control Station and at the Admin Building Desk. No doors appear to need
replacement at CCWC. CCWC has twenty-five IP-based cameras that are currently connected to the State
IP network video recording system for camera viewing and recording. CCWC currently does not have a
perimeter intrusion detection system.
Background on MVRCF Door Control and Various Major Maintenance Items:
There are 99 Doors at MVRCF that are controlled via the light-and-switch operator. Approximately 26 of
them need to be replaced. The Bogen master intercom located at the master control desk controls the
existing 24 intercoms. There are 26 IP based cameras on site that are connected to the states IP network
video recording system for camera viewing and recording. MVRCF has a perimeter fence intrusion detection
system that monitors nine perimeter fence zones around the facility similar to the NERCF.
The facilities wiring has become disorganized over the years. When contractors come in to work it is hard
to determine what goes where and if it is still being used. Complete circuit tracing and labeling of all electrical

panels throughout the facility. The Main Distribution Panel and Sub-panels throughout the facility
(Approximately 16), are old and have reached their end of life. They need to be replaced.
The current lighting at the facility needs to be updated. Retrofit the current lighting with new LED lighting,
facility wide. Replace the light fixtures in the Alpha Cell Units.
The showers in Alpha, Bravo, Charlie, Delta, Echo, and Foxtrot Units are outdated and have become a
maintenance issue, as well as bathroom in Holding. Update to be code compliant bathrooms.
The scope of services for this project shall include programming, schematic design, design development,
construction documents, bidding and negotiation, and construction administration.
1.2. CONTRACT PERIOD: The State anticipates the start date will be February 9, 2024. The substantial
completion date will be September 30, 2027 and contract completion date will be September 30, 2028,
which includes a one-year warranty period.
1.3. SINGLE POINT OF CONTACT: All communications concerning this RFP are to be addressed in writing
to the State Contact listed on the front page of this RFP. Actual or attempted contact with any other
individual from the State concerning this RFP is strictly prohibited and may result in disqualification.
1.4. BIDDERS’ CONFERENCE: There will be two non-mandatory bidder’s conference’s that will be held at
the NERCF, 1275 US Route 5, St. Johnsbury, VT and MVRCF, 167 State St, Rutland, VT 05701 on the
date and time indicated on the front page of this RFP. We will meet at the front entrance of each building.
1.5. QUESTION AND ANSWER PERIOD: Any vendor requiring clarification of any section of this RFP or
wishing to comment or take exception to any requirements of the RFP must submit specific questions in
writing no later than the deadline for question indicated on the first page of this RFP. Questions may be e-
mailed to the point of contact on the front page of this RFP: BGS.OPCVendorDocs@vermont.gov. All
emails with questions should include the name of the project in the subject line. Any comments, questions,
or exceptions not raised in writing on or before the last day of the question period are waived. At the close
of the question period, a copy of all questions or comments and the State's responses will be posted on
the State’s web site http://bgs.vermont.gov/purchasing/bids. Every effort will be made to post this
information as soon as possible after the question period ends, contingent on the number and complexity
of the questions.
2. DETAILED REQUIREMENTS/DESIRED OUTCOMES:
2.1. The primary objective of this project is to design a replacement door control system and other major
maintenance repairs to meet the security, operational, and maintenance needs of DOC and BGS. The scope
of services for this project shall include program verification, schematic design, design development,
construction documents, bidding and negotiation, and construction administration services.
2.2. For BGS billing purposes, Contractor to invoice the door control replacement scope of work separately from
the major maintenance items. Provide a design cost breakdown of each.
2.3. For bidding purposes, NERCF and CCWC shall be designed and bid as one project; MVRCF shall be
designed and bid separately. Design can occur for all facilities concurrently. Construction for each facility
will be phased, with NERCF/CCWC being constructed first and MVRCF constructed after NERCF/CCWC is
complete.
2.4. The following shall be included in the architectural/engineering design firm’s scope of work:
2.4.1.Programming Phase:
2.4.1.1. Provide program verification to confirm the project needs, goals, and budget.
2.4.1.2.
Assume one site visit to Northern State Correctional Facility in Newport, Vermont, where a
similar door control project was recently completed.
2.4.2.Permitting Phase:
2.4.2.1. Determine and prepare all necessary permit applications for local and state approval.
2.4.2.2. Assist BGS in preparation of any required Fire Safety permits.

2.4.3.Schematic Design Phase:
2.4.3.1.
Assessment of site limitations to include: Site utilities, cell windows, various other windows,
and bathrooms.
2.4.3.2.
Determine whether any additional doors, besides those listed in this RFP, need to be
replaced.
2.4.4.Design Development Phase:
2.4.4.1. Prepare plans and specifications for BGS review of the following:
2.4.4.2. Replacement door control system.
2.4.4.2.1.
To maintain continuity and simplify operations and maintenance across Vermont’s
State Correctional Facilities, Guidepost Solutions LLC shall be listed as the A/E’s
Security Subconsultant providing design and oversight of all security functions
required by the new door control system design.

2.4.4.2.2.
All software, hardware, programming, and interfaces are required to be the same as
the recent door control systems installed at Northern State Correctional Facility and
Southern State Correctional Facility.
2.4.4.2.3.
Design door reconfiguration and replacements where needed.
2.4.4.2.3.1. Approximately 10 doors at NERCF need to be replaced or repaired. Including the
following doors: G1, G2,103, C2, S3, S10, SB, SC, SD, Alpha Cell 7.
2.4.4.2.3.2. Approximately 25 doors at MVRCF need to be replaced or repaired. Including the
following: G1, S1, S2, S5, S13, SB, SC, SD, Basement Storage Room, 138, Delta
Unit (15 cell doors).
2.4.4.2.3.3. Replace all High Voltage 120V Door Locks throughout both facilities with low voltage
door locks. Include all door modifications that might be required.
2.4.4.2.4.
Design a new security camera system to be integrated with the door control system.
2.4.4.2.5.
Working with DOC and BGS, update the security camera plan by rearranging,
adding, or omitting security cameras. Camera locations must meet requirements of
the Prison Rape Elimination Act.
2.4.4.2.6.
Incorporate unit lighting controls into the new door control system.
2.4.4.2.7.
Provide a dedicated intercom system and integrate the video surveillance system to
accommodate camera call-up on the activation of an intercom.
2.4.4.2.8.
Design a new perimeter intrusion detection (PID) system to be integrated with the
door control system. CCWC currently does not have a perimeter alarm system.
Include any repairs to perimeter fences needed for proper function of a new PID
system.
2.4.4.2.9.
Provide new casework around Master Control to create an ergonomic work
environment. Provide casework modifications at Booking and Pod Control to cover
holes left by the demolition of existing light-and-switch control panels and to create
an ergonomic work environment.
2.4.4.2.10.
The contractor shall include in their design all demo, repair, and prep work that is
necessary prior to the installation of the door control and security camera system.
2.4.4.3. NERCF Major Maintenance Items.

2.4.4.3.1.
Design a new fully functional and code compliant Fire Alarm System. This will
include new panels and devices. Re-use existing wiring.
2.4.4.3.2.
Replacement of all detention grade cell windows (approximately 37) in Bravo,
Charlie, and Delta Units. The design should be based on the type of windows that
were installed during the previous window replacement phases at the NERCF. Plans
and details from the previous window replacement projects will be available to the
successful bidder for reference.
2.4.4.3.3.
Replacement of detention grade windows in Main Control, Visiting Room, Medium
Hallway, Bravo, Charlie, Delta, and Echo Units (dayrooms). (approximately 35)
2.4.4.3.4.
Repairs or replacement of the detention grade window in the Officer Break Room.
2.4.4.3.5.
Relace the front entry door and frame.
2.4.4.3.6.
New code compliant bathroom showers in Bravo, Charlie, Delta, Echo, and Foxtrot
Units, as well as the entire bathroom renovation in Holding. Address any current
ventilation, plumbing, maintenance, or functionality issues.
2.4.4.3.7.
Replace the Booking Units officer desk. Make it similar to the one replaced at
MVRCF. Plans of MVRCF desk will be provided.
2.4.4.3.8.
Contractor shall include in their design all demo, repair, and prep work that is
necessary prior to the installation of the new windows and bathroom renovations.
2.4.4.4. MVRCF Major Maintenance Items:
2.4.4.4.1.
Complete circuit tracing and labeling of all electrical panels throughout the facility.
2.4.4.4.2.
Replace the Main Distribution Panel. Determine if a larger panel is needed.
2.4.4.4.3.
Replace the outdated Sub-panels throughout the facility. (Approximately 16)
2.4.4.4.4.
Retrofit the current lighting with new LED lighting, facility wide.
2.4.4.4.5.
Replace the light fixtures in the Alpha Cell Units.
2.4.4.4.6.
New code compliant bathroom showers in Alpha, Bravo, Charlie, Delta, Echo, and
Foxtrot Units, as well as renovation of the entire bathroom in Holding. Address any
current ventilation, plumbing, maintenance, or functionality issues.
2.4.4.4.7.
Contractor shall include in their design all demo, repair, and prep work that is
necessary prior to the installation of the new windows and bathroom renovations.
2.4.4.5.
Ensure compliance with all local, state, and federal codes and requirements, as well as
BGS Design Guidelines.
2.4.4.6. Provide an estimate of probable construction cost.
2.4.4.7. Allow 4 weeks for internal BGS review.
2.4.5.Construction Documents Phase:
2.4.5.1. Provide complete plans and specifications for construction for BGS review.
2.4.5.2. Incorporate/address BGS comments from DD review.
2.4.5.3. Provide updated estimate of probable construction cost.
2.4.5.4. Allow 4 weeks for internal BGS review.
2.4.5.5.
Incorporate/address BGS comments from CD review in final plans and specifications for
bidding.
2.4.6.Bidding and Negotiation Phase:
2.4.6.1.
Attend the pre-bid meetings at the construction sites. Assume two meetings, one at
NERCF/CCWC and one at MVRCF.
