Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the
District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract,
that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the
then current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining
options to renew shall expire and terminate
1.3 Requirements
LENGTH OF CONTRACT
The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year
extensions based on the long-range needs of the District and mutual consent of both parties not to exceed
five (5) years total.
SCOPE AND SPECIFICATIONS OF THE
PROPOSAL
The Dallas Independent School District (Dallas ISD or District) is soliciting offers for the goods and/or
services specified in this document.
1. Questions concerning this solicitation document should be addressed, in writing, to the Buyer's Email.
2. Questions must be submitted by the deadline to allow sufficient time for responses prior to receipt/opening
date/time.
3. Responses to questions other than administrative questions will be provided to all potential offerors by
means of an addendum to the solicitation.
All vendors are encouraged to participate even if vendors are the sole source providers.

SCOPE AND SPECIFICATIONS OF THE
PROPOSAL
This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200
and ESSER (Elementary and Secondary Emergency Relief) requirements to procure vendors who provide
goods purchased by Dallas ISD using federal dollars. This proposal may be used with local, state, federal,
and grant-funded programs.
PURPOSE OF REQUEST FOR PROPOSAL (RFP)
This Request for Proposal (RFP) will be for information technology professional services vendors.
GENERAL INFORMATION
Dallas Independent School District ("Dallas ISD" or "the District") is seeking Offers for qualified professional
technology vendors or organizations for Technology Services.
The purpose of this RFP is to select multiple information technology professional services vendors capable
of partnering with Dallas ISD to provide as-needed services for a variety of technology organizational and
system needs. For this RFP, Dallas ISD will require a full range of services and staff to assist in developing,
implementing, maintaining and optimizing existing and new IT systems. These IT systems may include
cloud-based or self-hosted (on-premises).
NOTE: These awarded contracts are not intended to be used to procure goods, actual software, Software as
a Service (SaaS) solutions, or cloud-based software subscriptions, but rather are for professional services
and/or staff augmentation that may be associated with the use of software, SaaS solutions, or cloud-based
software subscriptions. Examples include but are not limited to: Oracle, PowerSchool, Microsoft,
ServiceNow, RapidID, Cisco, Aruba, Salesforce and others.
Dallas ISD is seeking IT professional consulting services and staff augmentation vendors, preferably with a
minimum of five (5) years experience in education (K-12, Community Colleges, Higher Education and
Libraries) technical and functional consulting, to provide services related to technology systems listed above.
Successful responding firms will be expected to supply fully qualified individuals, typically with strong
education experience, on relatively short notice from Dallas ISD. Responding vendors must demonstrate
significant levels of experience which will provide them with a thorough grasp of both the applications and
educational environment in which these applications are deployed. Responding firms must also provide
evidence of complete knowledge of process re-design, change management, web-based services,
enterprise-wide project management, knowledge transfer techniques and training. Requested services may
range from major turnkey projects (complete start to finish and ready for use) to smaller projects and ad-hoc
consulting or staff augmentation.
Services are to be provided as end-to-end or outcome-based assignments/project-based solutions in
response to detailed Statements of Work (SOW) or quotes pursuant to an award of a contract. Each Dallas
ISD department will conduct the SOW process as it deems in its best interest while adhering to the District
procurement policies and procedures.
Work may be done full-time or part-time, on a fixed fee basis, or not-to-exceed fee basis. Work may be done
on-premises or remotely at the discretion of the applicable Dallas ISD department.
SCOPE OF SERVICES:
Services required include, but are not limited to, longer-term major implementations and/or upgrades,
including new module implementations primarily for Enterprise Resource Planning (ERP) and Student
Information Systems (SIS) and shorter-term engagements for a variety of technological consulting or staff
augmentation needs. Vendors responding to this solicitation may elect to respond for the entire scope of

services, or for only certain types.
The Technology Professional Services Types are:
a. ERP Implementation, Upgrade and Integration
Capability to provide either full lifecycle services or ad hoc problem solving for commercial-off-the-shelf,
SaaS, or cloud-based ERP systems to include initial implementation, upgrade management,
customization, and all related services. Dallas ISD utilizes Oracle EBS for ERP. It is anticipated that
respondents in this category would have significant experience with Oracle.
b. SIS Implementation, Upgrade and Integration
Capability to provide either full lifecycle services or ad hoc problem solving for commercial-off-the-shelf,
SaaS, or cloud-based SIS systems to include initial implementation, upgrade management,
customization, and all related services. Dallas ISD utilizes PowerSchool SIS for the student information
system. It is anticipated that respondents in this category would have significant experience with
PowerSchool suite of applications.
c. Software Development
Provide professional services for the development and/or implementation of custom software
applications.
d. Change Management/Strategic Planning
Services to include development of strategic plans on the institutional level, tactical business process
analysis, proposals for process redesigns, communication, user acceptance, organizational
transformation, structural reorganization. Ability to provide guidance and support from initial concept,
proposal development, through to implementation and evaluation.
e. Technology Project/Program Management
Includes services related to systems acquisition, development, and implementation.
f. Transition to Cloud Applications, Shared Services and Managed Services
Provide decision support, institutional readiness assessment, guidance and transition assistance for
movement of on-premises software to cloud environments. Provide professional services and/or support
for hosting or managed services transitions and implementation tasks. Develop recommendations and
tactical steps to implement shared services environments either on-premises or cloud-based.
g. Data Analytics
Provide professional services for the development and/or implementation of analytics products, data
analysis, business intelligence, reporting, Key Performance Indicators (KPIs), dashboards, predictive
analytics, data warehouses and other statistical tools.
h. Training
Ability to provide training programs for both ERP/SIS and ancillary software for either technical staff,
functional users or both. Training may be on-premises, vendor site or virtual as needed by the buying
department.

Provide professional services for the development and or implementation of security services including,
but not limited to: advanced malware protection, data center & perimeter protection, network risk
assessment, security monitoring and management services (SIEM & SOC), host & end point security,
cloud & virtualization security, security device management, mobile security, database security, and
application security.
j. Network Infrastructure
Provide professional services for the development and or implementation of structured cabling, network
electronics, wireless access points and telecom systems. Ability to read as-built drawings, prints, and
use handheld tools and meters for troubleshooting and certification testing.
Awarded vendors may be asked to provide on-site consultants or may propose the use of managed services
(remote upgrade labs, hosting services, etc.) or any combination of these and other alternatives.
Estimated Fees:
Each vendor proposal must include the billing or payment terms and schedule for each type of service that
might be requested. Rates for both on-site work and remote work are to be provided for each staff position.
All costs and expenses are to be included in the quoted hourly rates, as there will be no reimbursable
expenses associated with these master contracts.
Management Component:
The proposer will furnish satisfactory evidence of capability to provide the technology services requested in
a professional and timely manner. To meet this requirement, the proposer must provide:
i. Evidence that the proposer has experience in providing similar services;
ii. Evidence that the proposer has experience in working with K-12 school districts, education service
centers, and/or higher education institutions; and,
iii. References on projects similar to the scope of work defined above.
