THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued for informational and
planning purposes only – it does not constitute a Request for Proposal (RFP). Submissions to this RFI
do not bind the Metropolitan Washington Airports Authority (Airports Authority) to any Contract furnishing
goods or services, additionally, a submission does not qualify any respondents for future Contract
award. At this time, the Airports Authority is not seeking proposals and, thus, will not accept any
unsolicited proposals. The Airports Authority will not pay for the information obtained as a result of this
RFI. Additionally, the Airports Authority will not reimburse for any costs incurred by responding to this
RFI. Proprietary information should be marked “Proprietary” and will be safeguarded in accordance with
Airports Authority policies. Failure to respond to this RFI does not preclude participation in any future
contracting opportunities. The Airports Authority retains the right to utilize any information received in
response to this RFI for any future contracting opportunities.
Introduction
The Airports Authority is a regional agency created in 1986 by an interstate agreement between the
District of Columbia and the Commonwealth of Virginia. The Airports Authority manages and operates
Ronald Reagan Washington National Airport (Reagan National) and Washington Dulles International
Airport (Dulles International) pursuant to a lease, currently set to expire in 2067, from the Federal
Government.
The Airports Authority’s mission is to operate, develop, and promote the airports in a manner that is
sensitive to the needs of the Metropolitan Washington area traveling public. The Airports Authority is
committed to safety and excellence and strives to improve efficiency, responsiveness, and customer
orientation. The Airports Authority is independent of both the District and the Commonwealth, and
issues revenue bonds to make capital improvements to Reagan National and Dulles International.
The Airports Authority is self-supporting, using aircraft landing fees and revenues from concessions to
fund operating expenses. The Airports Authority is not taxpayer funded. For additional background

Background
Reagan National and Dulles International Airports are part of a two-airport system that provides domestic
and international air service for the Washington DC metropolitan and surrounding regions. Reagan
National is in Arlington, VA and Dulles International, which is in Fairfax and Loudoun Counties, VA.
The Airports Authority recognizes there have been significant advances in the way technology has
interfaced with the airport operational environment over the last decade. In this digital age, the ability to
access, track, aggregate, and distribute data is a key differentiator in an organization’s ability to facilitate
efficient operations and maintain smart management practices.
Currently the Airports Authority utilizes commercially available solutions to execute a plethora of
operational and data driven tasks. These solutions have capabilities such as, but not limited to, airfield

surface management, airfield status and information reporting, delay and diversion reporting, and data
management, researching and archiving.
Request for Information
The Airports Authority hereby invites interested parties to respond to this RFI regarding Airport
Operations and Management Solutions for Reagan National and Dulles International.
The intention of this RFI is to query the market to better understand advancements within the wide range
of solutions that exist which facilitate efficient operations and streamline management of an airport
system.
Understanding the breadth and complexity of this market, a Capabilities Matrix has been provided in
Attachment I that outlines the requirements for which the Airports Authority seeks information. Due to
the diversity of solutions in this market and with the understanding that some respondents may only
specialize in a single listed requirement, respondents are not required to satisfy all requirements within
the matrix to submit a response. However, respondents are required to signify which requirements in the
matrix are addressed within its submission. Additionally, respondents are encouraged to add any
additional capabilities as it relates to Airport Operations and Management that are not listed within the
matrix but are included in its submission.
All submissions shall be limited to a single PDF file. Each submission shall consist of the following:
1. Cover Letter: The letter shall be comprised of a statement of interest consisting of no more than 1
page which shall include:
a. a brief description of the principal business
b. a single point of contact (Name, Title, Email, & Phone Number)
2. Capabilities Matrix: The respondent must complete and include Attachment I, identifying all
requirements that satisfies and any additional capabilities the respondent chooses to include
related to Airport Operations and Management.
3. Description of Capabilities: The respondent shall provide detailed information regarding their
capabilities and shall specifically identify how those capabilities satisfy the requirements identified
in the Capabilities Matrix, including any additional capabilities added to the Matrix that are directly
related to Airport Operations and Management. Respondents shall identify how their solution is
delivered:
a. Software as a Service (SaaS)
b. On-Premises (On-Prem)
c. Other (Please Specify)
Additionally, respondents shall confirm whether their application supports Single Sign On (SSO).
4. References: Each respondent must include at least three (3) references for whom relevant
solutions have been provided currently or within the last 3 years. Each reference shall
include a name, organization, title, current email, and phone number. These references
may be contacted to ascertain the viability of their solutions.

Demonstrations
As a result of the submissions to this RFI, the Airports Authority may elect to contact some respondents
for a demonstration of the solutions outlined in their submissions.
Responses
All Responses must be submitted electronically in a single Portable Document Format (PDF) File and
must be received no later than August 12, 2022. Responses shall be limited to 25 single-spaced pages,
not including exhibits, attachments and submitted via e-mail only to Felipe.Dominguez@mwaa.com.
Exhibits and samples of previous work are not included in the 25-page limit and may be included as an
attachment, however, interested parties are encouraged to use discretion.
No proprietary, confidential, or sensitive information should be included unless clearly mark as
such in your response.
