Notice to Contractors
Notice is hereby given that the City of Lake Saint Louis will receive sealed proposals at City Hall,
200 Civic Center Drive, Lake Saint Louis, Missouri until 12:00 Noon local time, April 18, 2024,
for the Sommers Road and Old Highway N Intersection Improvement Projects and Hawk Ridge
Trail and Old Highway N Improvement Project, BID NO. 09-23. All bids will be publicly opened
and read at 2:00 PM or soon thereafter on the same day, and the contract will be awarded to the
lowest, responsive, responsible bidder, subject to confirmation by MoDOT and the City.
Package 1
The Scope of Work shall include the resurfacing and sidewalk reconstruction along Sommers Road
from just north of Old Highway N Route N to north of Belmonte Landing Drive, approximately 870
feet, and construction of a new alignment entrance to QT directly across from Old Highway N over
Sommers Road. The scope of the project includes the milling and resurfacing, removal and
replacement of concrete sidewalk, new curb ramps, truncated domes, traffic signals, utility
adjustment, storm sewer and striping.
Package 2
The Scope of Work shall include the reconstruction of Old Highway N between Hawk Ridge Trail
and Old Forester Drive. The project includes a 3-lane roadway with cubs, enclosed drainage,
sidewalks, new curb ramps, shared-use path, striping, and a new traffic signal at the intersection of
Old Highway N and Hawk Ridge Trail. The project also includes widening and mill and overlay on
Hawk Ridge Trial.
The bid proposal shall be made on a form of proposal, provided in the specifications and delivered in
a sealed envelope clearly marked on the outside BID NO. 09-23 to the City Administrations Office
on or before the time specified above. No facsimiles will be accepted. The proposal shall be
accompanied by a bid bond, certified check or cashier's check of a bank or trust company in St.
Charles County, St. Louis County, or in the City of Saint Louis for an amount not less than five (5%)
percent of the bid amount. The amount of the check shall be forfeited to the City if the bidder
neglects or refuses to enter into a contract or to furnish bond after his proposal has been accepted.

The City reserves the right to require the successful bidder to file proof of his ability to properly
finance and execute the project together with his record of successful completion of similar projects.
Pursuant to MoDOT approval, the City reserves the right to reject any and all bids, offers, or
proposals submitted, or to advertise for new bids. The City reserves the right to defer the acceptance
of any proposal and the execution of a contract for a period not exceeding sixty (60) days after the
date of opening of the bids. The successful bidder to whom the contract has been awarded shall sign
the contract and performance bond and other required certificates in triplicate and return the signed
documents within seven (7) days after the date of their receipt.
The successful bidder shall furnish a performance bond and payment bond for one hundred (100%)
percent of the contract amount and shall file certificates with the City that he has obtained and will
continue to carry workmen's compensation insurance, public and private liability, and property
damage insurance, and builder's risk insurance in an adequate amount for the duration of the
contract.
All labor used in the construction of this public improvement shall be paid a wage no less than the
prevailing hourly rate of wages of work of a similar character in this locality as established by the
Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is
higher.
The City of Lake Saint Louis hereby notifies all bidders that it will affirmatively ensure that in any
contract entered into pursuant to this advertisement, businesses owned and controlled by socially and
economically disadvantaged individuals will be afforded full opportunity to submit bids in response
to this invitation and will not be discriminated against on the grounds of race, color, religion, creed,
sex, age, ancestry, or national origin in consideration for an award.

All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri
Standard Specifications for Highway Construction, 2011 Edition including all revisions. The
contractor questionnaire must be on file 7 days prior to bid opening.
Contractors and sub-contractors who sign a contract to work on public works project must provide a
10-Hour OSHA construction safety program, or similar program approved by the Department of
Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of
beginning work on the construction project.
The DBE Goal for this project is 12%.
No 2nd tier subcontracting will be allowed on this project.

The lowest overall combined bid (Package 1 + Package 2) will be
determined to be the lowest bidder. Bidders must bid on both
packages.
The contract will be awarded to the lowest, responsive, responsible
bidder, subject to confirmation by Modot and the City of Lake
Saint Louis.
Bidder shall enter bid totals from Bid No. 09-23 Package 1 and Bid
No. 09-23 Package 2 below.
